Job Summary
The purpose of this role is to ensure HSE has the people capabilities required to deliver its strategy and to equip colleagues, managers and leaders in their development. As a Learning & Development Specialist you will work as part of a wider team in leading the delivery of employee learning, organisation capability, and training needs that align with individual and organisational needs. This will support the delivery of the key strategic people themes and ensure the organisation has the right people skills to deliver. This role will play a key part in building a high quality, innovative L&D offer to support the regulatory and technical development needs of HSE Divisions, building capability across the organisation, developing career pathways and enhancing the talent development offer.
This role sits within the HSE’s Human Resources Division (HRD) and will be part of the wider HRD Organisational Design and Development Team (OD&D). The Learning and Development Specialist will work to identify learning and development needs through a range of activities, networks and regular consultation with project and business stakeholders.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours over 4 days per week.

- Support the achievement of HSE business objectives through the delivery, coordination and support of learning and development initiatives.
- Identify and collate training needs analysis data to inform the development of an aligned Learning, Development and Training Calendar each year. Providing development opportunities for colleagues, line managers and leaders.
- Engage with project leads, HSE senior leaders and colleagues to continue to scope the full cycle of learning to support the division.
- Design and develop engaging learning initiatives to support the development need(s), using a blended learning approach.
- Consider the costs of planned programmes and keep within budgets as assessing the return on investment of any training and development.
- Maintain currency as an L&D professional by keeping up to date with current and emerging trends and methods in Learning and Development.
- Implement methods of evaluation, evidencing ROI, ROE and the impact of learning & development solutions.
- Project manage external L&D projects with external suppliers, subject matter experts and stakeholders to support the full breadth of learning and development delivery.
Travel
Occasional travel to other HSE offices may be required for this role.

- You will be a Learning and Development professional with experience of managing and delivering high quality learner centric learning solutions in large, complex organisations where change and continuous improvement is the norm.
- A positive collaborator with an expert level knowledge of the full cycle of Learning & Development.
- Ability to work autonomously, with the confidence to make independent decisions
- Ability to understand and interpret organisational strategy and longer-term goals into programs of work
- Ability to diagnose capability gaps and identify learning interventions
