Position Summary:
As a Planner/Estimator (Work Item Specification Writer), you will report directly to the Supervisory Planner/Estimator and will be responsible for writing Work Specifications, conducting ship checks, and estimating labor, material, and subcontractor work at the paragraph and line-item level for U.S. Navy Ship repair work, alterations, and modifications.
Clearance Requirements:
- Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance.
Essential Functions and Responsibilities:
- Assess ship's material condition by conducting ship checks, researching ship drawings, technical manuals, analyzing ship condition assessments and tests, and determine scope of work required by reviewing and validating Work Notifications (2-Kilos).
- Identify repair and modification requirements and order materials using all technical and material information available in Navy, Shipbuilder, and Manufacturer drawings, technical manuals, documents, or equipment manufacturer's data.
- Develop work items/specifications in accordance with Joint Fleet Maintenance Manual (JFMM) 4-E requirements utilizing NAVSEA instructions and pertinent NAVSEA Standard Items, and Class and Local Standard Work Templates.
Required Education, Skills, and Experience:
- High School diploma or equivalent.
- Knowledge of U.S. Navy ship construction, shipboard systems, and equipment, especially in structural systems.
- Strong oral and written communication skills.
- Experience with Navy Maintenance Database (NMD) and developing Work Items/Specifications, estimates in accordance with NAVSEA instructions.
- Eight (8) years' Navy-related experience with ship components/systems such as Structural, Mechanical, Electrical.
- Knowledge of ship fitting, welding practices, NDT, rigging, deck covering, preservation, and repairs to synthetic materials used in Naval Vessels.
- Understanding of principles and practices related to surface combatant ships, carriers, and submarines repair and overhaul programs.
Preferred Education, Skills, and Experience:
- Bachelor of Science in engineering or science, or ten years of experience in Naval Marine Engineering with responsible positions, including Naval or Merchant Marine academies or Military schools.
- Trade Journeyman or US Navy experience, or equivalent in Naval Repair Facilities or Commercial Shipyards.
Physical Demands & Expectations:
- Ability to lift, carry, and transport heavy equipment (at least 30 lbs).
- Ability to work on and climb Navy ship ladders, work in extreme environments, aboard ships, in shipyards, and confined spaces.
- Willingness to travel, work extended hours, including weekends and holidays, for ship checks.
- Ability to communicate effectively and operate office equipment.
