Job Title – Resourcing Manager

Division – Human Resources

Team – Resourcing

Salary - National (Edinburgh or Leeds) salary up to £90,000 and London salary up to £95,000 per annum (Salary offered will be based on skills and experience).

The Resourcing team supports our objectives by working with the business to attract, identify and select the diversity of talent required to match our ambitions. We’ll achieve this by establishing a compelling employment brand, engaging our hiring managers as talent champions and by building a best-in-class recruitment and onboarding experience.

The Resourcing team at the FCA sits in Human Resources, alongside the Executive Resourcing, Early Careers and Talent teams to form the Resourcing and Talent department. The FCA Resourcing & Talent department is passionate about getting the right people, in the right roles at the right time to enable the FCA to meet its objectives.

What you will be doing?

As the Resourcing Manager you will report to the Head of Resourcing and Talent. Your responsibilities will be:

  • Management of the resourcing service via an outsourced provider (team of 40 across the UK) to deliver all operational recruitment & onboarding services for the FCA & PSR.
  • Management of the in-house resourcing team of 5 people.
  • Capability building; identifying and hiring the skills and knowledge needed to meet both present and future needs.
  • Leading on the Resourcing workstream of our 3 year DEI programme ensuring we support, attract and hire diverse talent via inclusive recruitment processes.
  • Establishing leaders across the FCA as talent scouts, assisting in talent identification and attraction
  • Responsibility for managing the FCA employment brand and its integration with the FCA EVP, including careers website, social media presence and internal branding.
  • Driving talent collaboration across HR, and most specifically between the resourcing & talent and organisational capability teams to ensure full use of all talent data and make use of synergies where possible.
  • Oversight of demand planning, working with SHRBP’s and the business to ensure accurate and useable workforce plans that will drive resourcing/talent activity
  • Establishing strong relationships across HR and with key business stakeholders to drive the talent acquisition agenda
  • Leveraging data to optimise recruiting efforts, making informed, strategic adjustments to improve efficiency, quality, and team performance

Minimum

  • Proven experience managing an in-house experienced hires resourcing function for a medium-large sized organisation
  • Previous experience of managing an outsourced resourcing provider across both RPO and MSP
  • Previous direct line management experience

Essential

  • Experience of reviewing and continuously improving resourcing strategy and delivery model to ensure it is aligned to business objectives
  • Excellent relationship and stakeholder management skills, at all levels of the organisation and the ability to challenge and influence as required
  • A pragmatic, proactive and curious mind-set with the experience to deploy a range of solutions when faced with challenges; ensuring these solutions are customer focused and balance the wider needs of the organisation
  • Motivated individual who demonstrates accountability for their own actions and development, who thrives on owning new initiatives and delivering outcomes to continuously stretch themselves and enhance the future HR proposition
  • Evidence based approach; experience analysing data to inform activity
  • Ability to manage a variety of competing priorities and maintaining a high level of resilience when under pressure
  • Experience working collaboratively across HR teams e.g. Reward, Talent and Business Partners to deliver better results
  • Experience of, or ability to get up to speed quickly with Workday, utilising functionality effectively
  • Experience of leading on DEI initiatives relating to resourcing and recruitment activity
