Mobility Requirement

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.

The Role

Essex Highways manages and maintains one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. Essex Highways is a delivery partnership between Essex County Council and our contractual partner. As an employee, you will work alongside our partner to deliver various highway services including maintenance, street lighting, drainage, winter travel, road safety, traffic management, and more.

The Opportunity

The Technician role involves delivering planned works and services in accordance with Essex County Council strategies and policies. The role supports resource coordination to execute maintenance work programs, including investigation, design, planning, programming, and monitoring of works.

Accountabilities
  1. Support implementation of policies and procedures related to health and safety, environmental, and quality standards.
  2. Provide timely advice to senior leaders, councillors, and the public on highway matters and respond to complaints effectively.
  3. Assist in budget monitoring to ensure value for money.
  4. Support the ordering of work and services to meet program deadlines and budgets.
  5. Act as an expert witness in legal settings as required, preparing detailed evidence and liaising with legal counsel.
  6. Participate in the identification, design, planning, and programming of work and services.
  7. Contribute to future scheme identification and service development.
  8. Ensure prompt and courteous responses to queries and complaints, meeting targets and standards.
  9. Understand Essex Highways' overall functions and how your responsibilities contribute to its objectives.
  10. Meet annual performance targets and objectives as part of the performance management framework.
Experience Required
  1. Education to RQF Level 3 (‘A’ level) or equivalent experience in Highways.
  2. Ongoing professional development; membership of a relevant professional institution is desirable.
  3. Knowledge of relevant design procedures, standards, and software tools.
  4. Understanding of Highway and Health and Safety legislation, including Construction (Design and Management) regulations.
  5. Strong communication skills, both written and verbal.
  6. Knowledge of financial management, including budgeting and controls.
  7. Ability to build effective relationships internally and externally.
  8. Ability to prioritize work and manage performance effectively.
