You will oversee the daily operational delivery of security, maintenance, and cleaning services to meet the high standards expected by ABM and Livingston Designer Outlet management.
The Dual Services Manager will assume full responsibility for the contract daily, with a dotted line to the ABM General Manager for senior management support.
You will ensure the security and cleanliness of shopping malls, the Centre Management Office, public areas, service yards/roads, toilets, and back-of-house areas, exceeding client expectations through proactive management.

Main Duties & Responsibilities:
- Manage soft services at Livingston Designer Outlet in line with company policies.
- Line manage 2 direct reports, overseeing security, cleaning, and maintenance teams to ensure compliance and high standards.
- Provide operational support to the Centre Management Team.
- Ensure security and cleaning teams exceed SLA and KPI targets monthly.
- Support management and liaise with internal and external stakeholders as appropriate.
- Support staff training, H&S, development, and welfare programs.
- Maintain security licenses and vetting for security staff, updating as needed.
- Develop security skills and emergency response coaching within the team.
- Maintain high standards, adapt to operational changes, and suggest improvements.
- Support service-related and contractual matters professionally.
- Manage staff rosters, payroll, and staffing levels to ensure compliance.
- Conduct daily audits of safety, security, and cleanliness, reporting issues to management.
- Manage recruitment, induction, training, and customer service standards.
- Ensure adherence to KPIs/SLA and resolve non-compliance professionally.
- Conduct security compliance audits.
- Plan and implement training needs.
- Prioritize incidents, communicate with key personnel, and maintain records.
- Comply with Data Protection Act and related regulations.
- Lead, communicate, and motivate the team effectively.
- Complete performance reviews, toolbox talks, and team updates monthly.
- Ensure staff understand their tasks and supervise night/PM activities.
- Manage incident and accident reporting procedures.
- Follow up on HR cases, in line with ABM policies, with HR support.
- Update assignment instructions and risk assessments.
- Complete necessary paperwork, conduct return-to-work interviews, and manage absences.
- Ensure proper use and maintenance of equipment and chemicals, adhering to safety regulations.
- Maintain health and safety policies and procedures.
- Ensure sufficient staffing and equipment for events, maintaining communication.
- Address welfare needs promptly and effectively.
- Build and maintain excellent relationships with all site parties, including retailers.
- Promote a unified team approach with Centre management and ABM team.
- Ensure administrative requirements are met accurately.
- Identify and implement energy-saving actions and share best practices.
- Prepare and submit monthly financial reports to the General Manager.
- Support the development of direct reports through performance reviews and training.
- Attend weekly management and monthly KPI meetings with senior management.
- Perform any other duties as required to meet client needs.
- Possession of a valid SIA license (Security Guard, Door Supervisor, CCTV) is desirable; candidates should work towards obtaining licenses if not already licensed.
- Exceptional communication skills, both written and spoken.
- Minimum 5 years of security and cleaning management experience is desirable.
- Experience in delivering high-standard security, cleaning, and related services.
- Strong customer service focus, attention to detail, and understanding of mystery shopper expectations.
- Self-motivated, confident, enthusiastic, and adaptable to a dynamic environment.
- Excellent interpersonal and organizational skills.
- Ability to prioritize tasks and work independently with a proactive approach.
