Job summary

ICF is seeking an experienced Consulting Director to join its UK practice, focusing on evaluation projects and proposals for government departments and agencies across education and employment policy, youth and families. You will lead a team of evaluators, guide methodologies, and drive new business opportunities with senior government clients.

You will bring extensive policy research expertise, strong commercial acumen, and a track record in delivering high-quality reports and winning bids.

Qualifications

• At least 10 years of professional experience in policy research and evaluation.
• Experience in education, employment and labour markets, youth and inclusion, or families.
• Proven track record leading large, complex research and evaluation projects.
• Experience in qualitative and quantitative methods and evaluation approaches.
• Experience in writing competitive bids or grants.

Responsibilities

• Develop and proactively manage education and employment strategy.
• Lead growth of integrated client offerings with DfE, DWP, MHCLG and What Works Centres.
• Identify and pursue pipeline and new business opportunities in the UK education and employment market.
• Oversee bids, proposals, budgets, teams, and subcontractors on projects.
• Provide strategic client insights and maintain long-term relationships.
