Job summary

Financial Conduct Authority is transforming its Digital Delivery Hub to deliver regulatory products with a product-led approach. You will partner with stakeholders to translate needs into roadmaps and backlogs, and oversee delivery of strategies across major product portfolios.

You will act as a product owner across scrums, promote agile ways of working, and manage budgets, risks and governance to ensure timely delivery in a complex regulatory environment.

Qualifications

• Experience leading product teams from problem to live service.
• Acting as a product owner to one or more Scrums.
• Experience in a product-led role translating user and business needs into backlogs.

Responsibilities

• The Data, Technology and Innovation (DTI) division enables the FCA to be a digital-first, data-led smart regulator by delivering a secure, agile, and cost-effective technology and data ecosystem that drives better decisions, transparency, and operational efficiency
• Sitting within DTI, the Digital Delivery Hub digitally transforms the FCA’s regulatory services to efficiently meet the needs of all stakeholders
• You will also play an integral part in developing Product Management practices in Digital Delivery Hub and beyond, shaping the culture, ways of working and effectiveness of the digital delivery teams that are being recruited to form this exciting new capability for the FCA
• Partner with business stakeholders to ensure user and organisational needs are researched, analysed and translated into product roadmaps, backlogs and delivery priorities
• Manage the delivery of product strategy across a major product or portfolio of products, working closely with multidisciplinary delivery teams
• Ensure prioritised business and user requirements are reflected in delivery plans, supporting the implementation of technical change and operational improvements
• Oversee the commissioning and delivery of products and services that support strategic objectives across complex regulatory and business environments
• Ensure alignment of product delivery with organisational blueprints, service standards, and broader transformation goals
• Manage product budgets, ensuring effective allocation of resources and transparent financial oversight across programmes and projects
• Coordinate the recharging of completed work to sponsoring business areas and project teams, maintaining accurate financial governance
• Monitor and manage product risks, issues and technical debt, leading mitigation activities and supporting timely resolution of delivery challenges

Proven experience leading a product team from problem to live service by delivering value to the organisation Proven experience of acting as a product owner to one or a number of Scrums Proven experience working in a Product led role either as Product Manager or Product Owner Promoting agile ways of working, enabling iterative delivery, collaboration and flexibility in response to change within changing environments Applying product management principles and methodologies to translate user and business needs into prioritised deliverables, product backlogs and defined MVP outcomes Managing products through the full delivery lifecycle, from discovery and development through to live operation, continuous improvement and retirement Identify, analyse and prioritise complex problems, determining root causes and implementing appropriate solutions and corrective actions Maintaining user focus by using evidence-based insights to understand needs, shape product decisions and balance competing priorities Managing effective planning and road mapping activities, including forecasting, estimation, risk management, performance measurement and stakeholder communications Operating effectively within technological, regulatory, financial, legal and policy constraints, ensuring compliance while challenging barriers where appropriate and delivering pragmatic outcomes
