Job summary

Be First seeks a proactive Monitoring Officer to manage S106 and CIL processes, ensuring accurate records, timely payments, and clear reporting. You will work with developers, LBBD teams, and Be First delivery groups to monitor obligations and drive improvements.

The role focuses on data integrity, compliance, and collaboration across services, with opportunities to contribute to ongoing digitisation and transparency initiatives.

Qualifications

• Educated to degree level in planning.
• Experience in planning, development management, regeneration, or developer contributions.
• Proficiency in IT with Excel, Word, PowerPoint and software like Tascomi/Exacom.
• Strong numeracy and ability to analyse financial contributions.

Responsibilities

• Maintain up-to-date s106 records and ensure timely collection of monies/payments-in-kind.
• Monitor development activity and identify trigger points for obligations.
• Investigate breaches of planning obligations and support enforcement actions.
• Reconcile developer contribution accounts with LA Finance teams.
• Provide guidance to planning officers, project managers and external stakeholders.
• Assist in preparing and reviewing the Infrastructure Funding Statement and other statutory reports.
