Walsall Council is seeking an experienced Development Control & Public Rights of Way Manager to lead the Highways & Transport Service. The role focuses on delivery of highway development control, public rights of way, naming and numbering of streets and resolving boundary disputes.

You will manage a team, engage with developers, consultants and internal teams to ensure highways are designed, approved and delivered to Council standards, and you will represent the Council at planning committees

Qualifications

We're looking for an experienced manager to lead our Highways Development Control & Public Rights of Way team.

Working closely with developers, consultants, contractors and internal teams, you'll play a key role in ensuring highway infrastructure associated with new developments and public rights of way are designed, approved and delivered to the Council's standards.

You will lead and direct the Development Control and Public Rights of Way functions within the Highways & Transport Service.

The post holder will take day-to-day responsibility for the successful development, delivery and management of:

  • Highway development control
  • Public rights of way
  • Naming and numbering of streets
  • The resolution of highway boundary disputes
  • The timely investigation and response to customer enquiries and service requests

Represent the Council at internal and external meetings, groups and partnerships.

Engage and influence Elected Members and senior officers at the highest levels.

Develop and deliver development control services in accordance with statutory requirements laid down by the Town and Country Planning Act, ensuring that appropriate responses are made to the Local Planning Authority.

Ensure that suitable legal agreements are negotiated with developers to provide for the adoption of new highways and improvements to mitigate adverse impacts of developments in the borough.

Act as lead development control officer for the highway authority at planning committee and public inquiries as necessary to protect the Council’s interests.

Oversee the management, maintenance and effective recording of public rights of way.

We're looking for someone with extensive experience of team management, highway design, development management, highway construction or developer-funded highway schemes who enjoys working collaboratively to solve technical problems.

Whether your background is in local government, consultancy or highway construction, if you have experience with development control, public rights of way, highway agreements, highway design or the delivery of highway schemes we'd like to hear from you.
