Deputy Emergency Planning Manager

Black Country Healthcare is seeking an experienced and motivated Deputy Emergency Planning Manager within the Emergency Preparedness, Resilience and Response (EPRR) Team. The Deputy will work on specific projects to support BHCFT in fulfilling its duties under the Civil Contingencies Act 2004 and NHS England Core Standards for EPRR. The role involves promoting continuous improvement in EPRR arrangements and collaborating with partner organizations to enhance emergency plans and processes. The successful candidate will report to and deputize for the Emergency Planning Manager.

This role entails managing BCHFT’s emergency preparedness, resilience, and response functions daily, and fostering a resilience culture across the Trust. It offers an opportunity to work within a diverse, complex mental health and learning disability hospital and community environment across all operational sites.

Main duties of the job

This position directly impacts:

  1. Adequacy of BCHFT's business continuity planning and arrangements
  2. Achievement of NHSE standards for emergency and business continuity preparedness, including NHSE Standards for Organisational Resilience and Preparing for Emergencies guidance
  3. Risk management related to EPRR at the corporate and divisional levels through engagement with General Managers, Directors, and their teams
  4. The interface between emergency and business continuity plans

The post holder will be expected to:

  1. Deputize for the General Manager in EPRR aspects during their absence
  2. Manage financial responsibilities, including signing off staff rosters and invoices
  3. Line manage departmental staff
  4. Develop their professional skills and responsibilities progressively
  5. Display excellent interpersonal skills at all times
  6. Communicate effectively verbally, in writing, and via presentations
  7. Prepare clear plans, reports, and guidance
  8. Liaise with various organizations to communicate complex and sensitive information
  9. Employ negotiation and persuasion skills to achieve outcomes
  10. Use project management techniques to meet objectives within broader programs
  11. Utilize ICT tools for communication
  12. Prepare meeting notes, minutes, and organize meetings and events

Person Specification
  • Degree or equivalent experience
  • Diploma in Health Emergency Planning (DipHep) or similar qualification
  • Knowledge of health service provisions
  • Continuous professional development evidence
  • Understanding of confidentiality and Data Protection Act
  • Experience in administrative activities
  • Teaching/training experience or qualification
Experience
  • Extensive EPRR knowledge or experience in high-pressure environments
  • Experience communicating with staff at all levels and with external stakeholders
  • Handling sensitive and confidential information
  • Operational experience as Tactical/Silver incident coordinator
  • Experience in multi-agency planning, training, and exercises
  • Experience working within the NHS or similar large organizations
  • Designing and delivering emergency training and exercises
  • Developing and evaluating emergency and business continuity plans
  • Supporting NHS incident response teams
  • Knowledge of CBRNE incident response planning and training
  • Demonstrable EPRR experience and knowledge
