Job Title: Democratic Services Officer

Summary

We are seeking two highly skilled and experienced Democratic Services Officers to support the effective governance and decision-making processes within a local authority. This role requires a proactive and detail-oriented professional who can operate in a fast-paced environment, providing expert guidance to elected members and council officers. The successful candidates will play a key role in ensuring compliance with statutory and constitutional requirements, facilitating democratic processes, and enhancing public engagement. This is an excellent opportunity for individuals with a strong background in democratic services to contribute to governance excellence and institutional development.

Key Responsibilities

  1. Provide professional support to elected members and council officers, ensuring effective democratic processes.
  2. Administer council meetings, including agenda preparation, minute-taking, and maintaining accurate records.
  3. Support scrutiny functions by advising on best practices, facilitating committee work, and contributing to policy development.
  4. Ensure adherence to statutory and constitutional requirements governing local authority decision-making.
  5. Assist in reviewing and enhancing constitutional arrangements as part of ongoing change initiatives.
  6. Manage member services, including responding to enquiries, coordinating training, and offering procedural guidance.
  7. Promote public engagement and transparency in democratic processes.
  8. Support elected members in identifying opportunities for policy improvement and community engagement.
  9. Collaborate with internal departments and external agencies to ensure the effective execution of governance activities.
  10. Maintain comprehensive records and ensure timely publication of council decisions.

Qualifications and Experience

  1. Strong knowledge of local government operations and the legislative framework for local authority decision-making.
  2. Significant experience in democratic services, governance, or committee administration.
  3. Hands-on experience in supporting or leading scrutiny bodies.
  4. Proven ability to engage effectively with elected members and officers at all levels.
  5. Ability to perform effectively under pressure, managing multiple deadlines.
  6. Strong political awareness and understanding of local government sensitivities.
  7. Excellent written and verbal communication skills, with the ability to produce clear and concise reports and minutes.
  8. Strong interpersonal skills with the ability to build productive relationships with key stakeholders.
