Available Locations: Liverpool, Newport, Norwich, Glasgow or Birmingham.

The following locations listed below are restricted to contracted GCA staff already based in one of these offices: London, Bristol, Manchester or York.

Job Summary

As a Delivery Manager, you will play a hands-on role in driving the day-to-day delivery of a cross-functional digital product team. You will take ownership of defining problems, designing solutions, and prioritising team backlogs. to ensure delivery against Key Results and Outcomes.

You will also work closely with Product Managers and Senior Product Managers to help translate strategic goals into Roadmaps.

This is an ideal role for an ambitious & aspiring delivery / product professional who loves getting stuck into the details, advocating for users, unblocking delivery challenges, and experimenting with modern approaches (such as AI-assisted prototyping) to solve real-world government problems.

Key Accountabilities
  • Product Delivery & Ownership: Manage the day-to-day operational activity of the product team, prioritising user stories and tasks aligned with team Objectives and Key Results (OKRs).

  • Problem Definition & Solution Design: Support the team in dissecting complex policy and operational problems, exploring creative solutions, and testing hypotheses.

  • User Focus & Research: Participate in user research sessions, synthesise insights, and ensure user needs remain at the absolute centre of design and iteration decisions.

  • Proactive Unblocking & Supplier Engagement: Work closely with delivery team members, internal stakeholders, and external suppliers to answer queries, resolve blockers, and keep delivery moving smoothly.

  • Strategy & Roadmap Support: Collaborate with the Senior Product Manager to translate higher-level product vision into clear, actionable roadmaps and backlog items.

  • Continuous Innovation: Embrace rapid prototyping, experimentation, and modern digital techniques to evaluate potential solutions quickly.

Essential Criteria (to be assessed at application stage)
  • Strong Delivery Mindset: A demonstrable focus on solving user problems and driving measurable outcomes, rather than simply delivering feature outputs.

  • User Research & Advocacy: Experience conducting or assisting with user research, with a proven ability to translate user insights into practical product improvements.

  • Hands-On Problem Solving: A proactive, curious approach to product management—willing to dive into details, collaborate with design and engineering teams, and help define solutions from scratch.

  • Prioritisation & Delivery Focus: Ability to manage a backlog, make clear priority calls under competing demands, and proactively unblock teams to maintain delivery momentum.

  • Stakeholder & Supplier Collaboration: Excellent communication skills, with the ability to build effective relationships with delivery partners, suppliers, and multidisciplinary team members.

GCA operates a smarter working model that balances flexibility with collaboration. Successful candidates are expected to spend at least 26 days per quarter (approximately 2 days per week, pro-rata) at their contracted office, another GCA site, or off-site for meetings. For the remainder of the time, you may work from home or another suitable location that meets business needs.
