Job summary

World Class Defence Organisation is seeking a FM Data Transformation Lead contractor to drive the data and reporting transformation across Facilities Management. The role combines governance, data modelling, KPI development and end-to-end programme delivery.

You will map data sources, establish a central FM data model, implement dashboards, ensure data quality, and lead stakeholder engagement. The role is hybrid, with 1–2 days on site and the remainder remote, and focuses on governance, adoption

Qualifications

• Significant experience leading data, BI or reporting transformation programmes from discovery through to implementation and handover.
• Strong practical experience of data governance, data ownership, data quality and information standards.
• Demonstrable experience developing KPI frameworks and establishing consistent definitions and calculation methodologies.
• Strong understanding of data modelling, data integration and reporting architecture.
• Strong Power BI and BI/reporting knowledge, with the ability to provide technical direction as well as challenge solution design.

Responsibilities

• Lead the end-to-end delivery of the FM Data & Reporting Transformation Programme against agreed phases, milestones and deliverables.
• Establish and maintain a clear programme plan, including milestones, dependencies, risks, decisions and progress reporting.
• Review and validate work already undertaken against the approved programme requirements, retaining and building upon outputs that meet the required standard.
• Coordinate activities across FM functions and ensure appropriate stakeholder engagement throughout delivery.
• Maintain transparent programme documentation, decisions and evidence of delivery.
• Provide regular progress updates and escalates risks, issues or decisions requiring FM leadership intervention.
• Develop and implement an FM-wide data governance framework covering data ownership, stewardship, quality, controls and change management.

World Class Defence Organisation is currently looking to recruit a FM Data Transformation Lead subcontractor on an initial 12 month contract.

• Job Title: FM Data Transformation Lead
• Rate: £70.00 per hour
• Overtime Rate: Hours worked over 37 hours per week will be calculated at 'time and a quarter'
• Location: Stevenage, Bolton or Bristol (depending on your preference)
• Hybrid / Remote working: The role will be a hybrid role of 1 or 2 days per week onsite and the rest working from home.
• Contract: 37 Hours per week
• Duration: 12 Months (initially and then ongoing and long-term thereafter)
• IR35 status: Inside IR35 (Umbrella)

FM Data Transformation Lead Job Description:

To lead and deliver the FM Data & Reporting Transformation Programme, establishing a trusted, governed and sustainable data and reporting capability across Facilities Management.

The role will take ownership of the transformation from validation of the current position through to data governance, standardisation, technical foundations, reporting implementation, adoption and handover.

Working across all FM functions, the postholder will bring together FM reporting requirements, KPIs, data sources and existing reporting into a consistent and governed framework that enables reliable performance reporting and better decision-making.

The role sits within FM and is FM-wide in scope. It will work with supporting stakeholders and technical specialists, including our maintenance provider, Information Management and Cyber Security, where required, while ownership, governance and strategic direction remain within FM.

Programme Delivery & Governance

Lead the end-to-end delivery of the FM Data & Reporting Transformation Programme against agreed phases, milestones and deliverables.

Establish and maintain a clear programme plan, including milestones, dependencies, risks, decisions and progress reporting.

FM Data Governance & Standardisation

Develop and implement an FM-wide data governance framework covering data ownership, stewardship, quality, controls and change management.

Establish a consistent FM KPI library, including agreed definitions, calculation methodologies, ownership and approval routes.

Define data quality standards and appropriate validation and reconciliation controls.

Identify duplication, conflicting definitions and gaps across existing FM reporting.

Establish appropriate governance for the ongoing creation, amendment and retirement of FM KPIs and reporting.

Data & Technical Foundations

Map FM data sources, systems, interfaces and manual dependencies.

Define the central FM data model and requirements for the appropriate central FM data environment.

Work with relevant technical specialists to establish integrations, automated data flows and refresh processes where appropriate.

Coordinate ISS technical resource and other specialist support for defined delivery activities where required.

Ensure technical solutions remain aligned to FM requirements and relevant organisational information and cyber-security controls.

Ensure calculation logic and transformations are documented, controlled and capable of being independently understood and maintained.

Reporting & Performance Capability

Translate FM operational and strategic requirements into consistent reporting solutions.

Develop and/or oversee development of prioritised FM dashboards and reporting products.

Ensure reporting supports FM governance meetings, management decision-making and strategic performance requirements.

Lead validation, reconciliation, UAT and stakeholder acceptance of new reporting products.

Adoption, Capability & Handover

Establish clear documentation, guidance and support arrangements.

Provide structured knowledge transfer to permanent FM capability throughout the assignment.

Establish the future BAU ownership and continuous-improvement model.

Skillset/experience required:

Essential

• Experience of UAT, implementation, adoption and transition into BAU.
• Strong documentation and knowledge-transfer capability.

• Experience working with Facilities Management, workplace, property, asset or built-environment data.
• Experience with IWMS/CAFM platforms.
