Job summary

Sizewell C is seeking a highly experienced Civil Works leader to oversee the delivery of main civil works, earthworks and tunnelling, ensuring integration with the MEH alliance and other programme teams. The role focuses on applying HPC learnings, managing interfaces and driving value across a 10-year construction period.

Responsibilities

  • Lead operations with the Intelligent Client to oversee scope, schedule, budget and costs within authority.
  • Embed HPC civil construction learning into SZC strategy and implementation.
  • Collaborate with CWA and client organisations to align priorities for delivery teams.
  • Ensure best-for-project decisions across interfaces.
  • Escalate and resolve matters beyond delegation of authority.
  • Identify, manage and resolve transverse risks; elevate as needed.
  • Apply Earned Value Management and Continuous Improvement principles.
  • Capture lessons learned as part of business as usual.

Come and join our expanding Sizewell C (SZC) team and work on one of the most exciting and largest megaprojects in the UK, whilst being at the forefront of the UK's climate change agenda and energy policy. Following on from the success of Hinkley Point C (HPC), the SZC Project is a nuclear new build project in Suffolk, which has obtained planning approval and Government financing support. The project has started construction and is now seeking private investment. When completed, it will provide dependable electricity to 6 million homes for 60 years, which along with renewables, will support Britain to achieve Net Zero by 2050.

Job Purpose / Overview

  • The Civil Works Programme comprises a series of projects that will be delivered over a 10-year period. Each element of the scope has been assigned to a combination of participants that will be responsible and accountable for the delivery.
  • The Civil Works Programme is responsible for delivering:
  • Enabling and Earthworks: sea defences, access facilities, civil engineering work to support site establishment, diaphragm walling around the nuclear plant footprint, dewatering, excavation and earthworks.
  • Tunnelling and Marine: beach landing facility, jetty, shafts and intake and outfall tunnels for the nuclear plant cooling systems.
  • Main Civil Works: technical galleries, cooling system pipework, foundation base slab and over 70 large buildings for the nuclear plant.
  • Successful delivery of the Civil Works Programme requires excellent coordination and integration with the Site Establishment, Site Operations, and Mechanical / Electrical / Heating (MEH) Alliance.
  • The execution strategy involves:
  • Maximising replication of HPC design to limit the extent of First of a Kind design to site-specific elements.
  • Introduction and establishment of a programme management structure.
  • Using learning from the HPC project to optimise and simplify working practices and processes to maximise site productivity.
  • Intelligent replication of the HPC supply chain.
  • Joint commitment to truly collaborative working, and an Alliance delivery and commercial model that enables this: Civil Works Alliance (CWA).

Principal Accountabilities

The role holder will:

  • Leadership - strong operationally focussed leader acting as the Intelligent Client working in close collaboration with the Delivery Team organisation to ensure oversight, performance management and assurance of the scope, schedule, budget, and costs of the Delivery Team within a perimeter of authority in accordance with the IMS.
  • Leadership - Input to and Implementation of strategy to embed HPC civil construction learning into SZC.
  • Work closely with key stakeholders within the CWA and client organisations to ensure priorities are aligned and communicated to delivery teams.
  • Ensure that "best for project" decisions are made across various interfaces.
  • Escalation/resolution of relevant matters outside of the Delivery Team's delegation of authority.
  • Anticipate, manage and resolve transverse issues i.e. those not limited to specific geographical areas.
  • Identify risks and facilitate the resolution of all issues raised, and elevate as necessary.
  • Apply the principles of Earned Value Management (EVM).
  • Apply the principles of Continuous Improvement.
  • Ensure that lessons-learnt and knowledge-capture are practiced as business as usual.
  • Establish and maintain effective working relationships with all project team members

Dimensions

  • This is a key role within the Civil Works Alliance organisation and is responsible for technical management of transverse topics relating to delivery of Main Civil Works.
  • The role is responsible for identifying and driving integration of relevant construction experience and learning from HPC to support efficient delivery of CWA scope e.g. prefabrication, pre-cast, rebar enhancement, SFS, paperless construction
  • This role will manage the interfaces with the Civil Works Programme teams and work closely with the other Programmes for the delivery of the total SZC schedule.
  • Management of multi-level stakeholders and relationships with a range of internal/external stakeholders and organisations

Risk

  • Responsible for identifying and managing Transverse Civil Works risks

Nuclear Safety

  • Understanding of regulatory environment and impact of role in compliance with relevant licence conditions.
  • Part of developing and maintaining a Nuclear safety culture in the context of the programme and wider project.

Knowledge, Skills, Qualifications, Experience

  • Experience of managing / influencing contractors, consultants and other advisors throughout large and complex construction projects.
  • Excellent presentation, influencing and facilitation skills.

Qualifications & Experience

  • Experience of working in a regulated environment/industry
  • Demonstrable knowledge of MEH interface appreciation
  • Chartered member of relevant Institution
  • APM Project management Qualification
  • Experience of working in programme of works with multi nationalities and cultures
