Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. It forms part of the wider British Overseas Territory of St Helena, Ascension and Tristan da Cunha. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid.
The island’s team of Law Officers is currently made up of the Attorney General, Senior Crown Counsel (Civil), two Crown Counsels (Contracts), Crown Counsel (Civil), and two Legislative Drafters and PA support officers. We are also looking to recruit a Solicitor General, a Legislative Commissioner, and a Paralegal.
You will be responsible for conducting all criminal matters in St Helena, Ascension, and Tristan da Cunha under the Attorney General. This includes:
You will undertake the majority of advocacy and representation, and where advocacy is performed by others, ensure they are properly instructed, supervised, and assisted.
You will need to develop a detailed working knowledge of the constitutions (which vary slightly between St Helena, Ascension, and Tristan da Cunha), as well as all relevant criminal and procedural laws. You must adhere to the Crown Prosecution Service's relevant Codes of Practice and guidance, unless superseded by local arrangements.
Additional responsibilities include undertaking non-police prosecution work and providing advice, advocacy, and support (including training) for the St Helena Government and its officers concerning tribunals or inquiries such as:
You will act as Acting Attorney General as required, representing the Attorney General on the Police Consultative Committee and the Anti-Money Laundering Authority. You will conduct legal research, review legislation, and supervise or assist external lawyers, Crown Counsels, or paralegals involved in criminal work. Your advice on criminal law matters will be highly valued.
Applicants should be UK or Commonwealth qualified solicitors or barristers with several years of PQE/call, substantial experience in conducting criminal cases, and significant advocacy experience, including sole conduct of jury trials and managing their own caseload.
You must demonstrate core values of fairness, integrity, and teamwork, and leverage your diverse expertise to benefit St Helena broadly. As a funded officer through the Technical Co-Operation Programme, you will contribute to workforce, community, and capacity development in St Helena.
