St Helena Island, South Atlantic

2 years FTC available immediately

£52k pa, depending on experience and qualifications, plus International Supplement

Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. It forms part of the wider British Overseas Territory of St Helena, Ascension and Tristan da Cunha. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid.

The island’s team of Law Officers is currently made up of the Attorney General, Senior Crown Counsel (Civil), two Crown Counsels (Contracts), Crown Counsel (Civil) and two Legislative Drafters and PA support officers. In addition, to these roles we are also looking to recruit a Solicitor General, a Legislative Commissioner and a Paralegal.

You Must Take Responsibility For The Conduct All Criminal Matters In St Helena, Ascension And Tristan Da Cunha (under The Attorney General) Which Necessarily Includes

  • giving advice to the police;
  • making reasoned, properly recorded and evidenced charging decisions;
  • preparation of indictments, summonses and all required notices; and
  • ensuring all disclosure obligations are met and kept under continual review.

You will be expected to undertake the majority of the required advocacy and representation, and where the advocacy is performed by others ensure they are properly instructed, supervised and assisted.

You will be expected to develop a detailed working knowledge of our Constitutions (there are similar but different Constitutions for St Helena, Ascension and Tristan da Cunha) and all relevant criminal and procedural laws and obligations. You will be required to adhere to the Crown Prosecution Services relevant Codes of Practice and guidance where not supplanted by local arrangements.

In Addition You Will Be Expected To Undertake Non-police Prosecution Work And Provide Advice, Advocacy And Support (including Training) For The St Helena Government And Its Officers With Regard Other Tribunals Or Inquiries Such As

  • Inquests;
  • Tax, Customs & Excise; and
  • Immigration matters.

You will act as Acting Attorney General as required, representing the Attorney General on the Police Consultative Committee and on the Anti-Money Laundering Authority. You will conduct legal research, review legislation and supervise and assist any external lawyer, Crown Counsel or paralegal involved on criminal work. The government will value and expect your advice on criminal law related matters.

A UK or Commonwealth qualified solicitor or barrister of several years PQE/call, you have a substantial background in conducting criminal cases plus significant advocacy experience including sole conduct of jury trials and have run your own caseload.

In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena. As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.
