Job description

Cross Recruit is partnering with an established specialist care provider to recruit an experienced Multi-Site CQC Registered Manager to lead two specialist transition services in Birmingham.

This is an exciting opportunity for an experienced care leader who is passionate about supporting young adults as they transition from children's services into CQC-regulated adult social care.

The successful candidate will take responsibility for the operational leadership, quality, compliance and development of both services, ensuring the young adults supported receive safe, effective and genuinely person-centred care.

This role requires more than simply maintaining compliance.

We are looking for a leader who understands the importance of this stage in a young person's life and can create services that help individuals develop greater independence, confidence, choice and control as they move into adulthood.

The Role

As Multi-Site Registered Manager, you will provide visible and effective leadership across both services, building strong teams and embedding a culture focused on quality, safeguarding and positive outcomes.

You will take responsibility for the day-to-day operation of the services while maintaining the standards expected within a CQC-regulated environment.

A key part of the role will be ensuring that each young adult's transition into adult social care is carefully planned, person-centred and focused on their individual needs, preferences, aspirations and long-term outcomes.

Key Responsibilities

CQC Compliance & Quality

  • Take responsibility for CQC registration for the appropriate regulated activities, subject to the provider's registration arrangements.
  • Ensure both services operate in line with CQC requirements and relevant legislation.
  • Maintain high standards of quality, compliance and governance.
  • Ensure the services remain inspection-ready.
  • Develop and maintain effective auditing and quality assurance processes.
  • Identify areas for improvement and implement clear service improvement plans.
  • Ensure accurate records, policies and procedures are maintained.
  • Promote a culture of accountability, openness and continuous improvement.

A central aspect of this position will be supporting young adults through the transition from children's provision into adult social care.

You will:

  • Oversee individual transition planning.
  • Ensure each transition is structured around the individual's needs, choices and aspirations.
  • Work collaboratively with young adults, families and relevant professionals.
  • Promote independence, choice and control.
  • Support individuals to develop confidence and life skills as they enter adulthood.
  • Ensure continuity of support throughout the transition period.
  • Develop person-centred services that recognise that every individual's transition will be different.
  • Embed an outcomes-focused approach across both services.
Leadership & People Management
  • Provide strong, visible leadership across both services.
  • Lead, motivate and develop high-performing staff teams.
  • Establish clear expectations around quality, behaviour and accountability.
  • Ensure effective supervision and staff development arrangements are maintained.
  • Identify training and competency requirements across the workforce.
  • Support effective recruitment, induction and retention.
  • Develop future leaders and promote progression within the services.
  • Create an inclusive working environment where colleagues feel supported, valued and confident in raising concerns.
Safeguarding & Risk
  • Embed a strong safeguarding culture across the services.
  • Ensure safeguarding concerns are identified, reported and escalated appropriately.
  • Maintain robust risk management processes.
  • Ensure staff understand their safeguarding responsibilities.
  • Oversee incidents and ensure learning is translated into improvements.
  • Promote positive risk-taking where appropriate, balancing safety with independence and individual choice.
  • Protect and promote the rights, dignity and wellbeing of the young adults supported.
Multi-Site Operations
  • Take overall responsibility for the effective operation of both services.
  • Maintain a regular and visible presence across both locations.
  • Ensure appropriate staffing and effective deployment of resources.
  • Monitor service performance and quality.
  • Manage resources effectively while maintaining high standards of care and support.
  • Establish consistent standards and ways of working across both services.
  • Work closely with senior leadership to support the continued development of the services.
Stakeholder Relationships
  • Develop trusted relationships with the young adults supported and their families.
  • Build effective partnerships with commissioners, social workers and other professionals.
  • Represent the services professionally during reviews, inspections and meetings.
  • Maintain clear and transparent communication with relevant stakeholders.
  • Work collaboratively with external professionals to achieve positive outcomes.
  • Respond effectively to concerns, feedback and complaints.
About You

We are looking for an experienced care leader who combines strong CQC knowledge and operational capability with compassionate, person-centred leadership.

You will be comfortable taking ownership of two services and capable of balancing regulatory responsibilities with the individual needs and aspirations of the young adults being supported.

You will ideally have:
  • Previous management experience within CQC-regulated adult social care.
  • Strong working knowledge of CQC requirements and compliance.
  • Experience managing specialist care or support services.
  • Strong knowledge of safeguarding and risk management.
  • Experience leading and developing multidisciplinary care or support teams.
  • Experience of quality assurance, audits and service improvement.
  • Excellent leadership and communication skills.
  • The ability to manage competing priorities across multiple services.
  • An appropriate leadership and management qualification, or willingness to complete the required qualification.
What We're Looking For

The right person will be:

  • Person-centred
  • A strong leader.
  • Visible and approachable
  • Quality-driven
  • Resilient and accountable
  • Ambitious for the people supported
Why Consider This Opportunity?

This is an opportunity to take responsibility for two specialist services with a clear purpose.

Rather than simply managing an established adult care environment, you will play a key role in shaping how young adults experience their move into adult social care.

For an experienced Registered Manager, this offers the opportunity to combine operational leadership, CQC compliance, service development and genuinely meaningful person-centred outcomes.
