Job description

Do you have experience of partnership working, high-level problem-solving skills and providing protective security advice? If so, we have an exciting opportunity for you to join Counter Terrorism Policing Southwest as a Counter Terrorism Security Adviser (CTSA).

CTSAs provide the public facing side of the PROTECT pillar of the CONTEST strategy. The CTSA’s primary role is to provide advice and guidance on all aspects of counter terrorism protective security to a wide range of sectors including crowded public places, locations handling hazardous substances and personal security.

CTSAs work with local authorities and businesses to identify and assess locations that may be vulnerable to terrorist attack. They advise them, organisations and professional bodies about counter terrorism protective security guidance to embed it into their processes and decision making.

CTSAs deliver counter terrorism awareness packages to a wide range of internal and external partners and audiences, including giving accurate and up to date information on the current Terrorist threat.

Main Responsibilities
  • As a member of the South West regional CTSA team, to act as the focal point for CT protective security advice, both internally and externally, to enhance and improve the safety and security of all communities.
  • Delivering protective security advice to crowded places, hazardous sites and sectors and other vulnerable locations identified either locally or by central government.
  • Delivering presentations of findings to customers, covering security standards, business resilience and continuity.
  • To support the National Protective Security Authority (NPSA) in both the protection of and response to critical sites.
  • To promote awareness of the current terrorist threats and to resolve any security concerns through a 'problem solving approach'.
  • To fulfil the statutory obligations provided in the Anti-Terrorism, Crime and Security Act 2001, in respect of the security of designated pathogens and toxins.
  • To deliver regular CTSA related presentations, exercises and training sessions to both internal and external audiences.
Skills, experience and qualifications required:
  • You must have excellent communication skills that you can clearly evidence
  • You must have a good standard of computer literacy and experience of producing computer based and written reports to a deadline
  • You must have experience of providing protective security advice, or a similar related discipline, such as applying standards or legislation ideally within the built environment.
  • You must have experience of providing high-level problem solving
  • You must have strong experience of negotiating and influencing ideally in a partnership environment, using good interpersonal skills to persuade stakeholders.
  • You must have devised and delivered presentations and training
  • You must have a full current driving licence and be willing to travel

We are seeking a fully qualified individual; however, we will openly consider unqualified candidates with the right skill set. If an unqualified candidate is successful, they will receive full training to become an accredited CTSA. On successful completion of an initial CTSA foundation course (with a mandatory pass or fail assessment), ongoing training and practical work, the post holder will receive a Certificate of Occupational Competence. Failure to achieve the Certificate of Occupational Competence within two years could result in the termination of employment.

This post is employed by Avon & Somerset Police but based within the DEVON AND CORNWALL policing area. The post will require flexibility to travel across the force area and within the region.

We understand that prospective applicants may have questions or like further information prior to applying, therefore an informal familiarisation session will be held via MS Teams on 7th October at 1830hrs.

For more information regarding the role, please contact CTSADC@avonandsomerset.police.uk

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance.

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process. Applications from candidates with close connections to certain countries may take considerably longer to process, or in some cases result in a withdrawal of an offer of employment.
