Cost Intelligence Manager

Join our Business Services Directorate as a Cost Intelligence Manager, providing advice and support on commercial issues to enhance National Highways' capabilities as an informed and intelligent commercial client.

You will evaluate and report on the cost base, cost drivers, and efficiency across capital and revenue programmes. Your role will involve interpreting cost data, supporting the creation of information and intelligence, and recommending how to use cost intelligence to improve performance and investment decisions.

This position offers a hybrid working arrangement, with at least 40% of the week in the office.

Key Responsibilities

1. Manage and develop the Cost Intelligence Analysts and Senior Intelligence Analysts, ensuring compliance with health and safety policies.
2. Lead commercial work streams to enhance National Highways' reputation and act as a commercially intelligent client across programmes.
3. Design and implement processes and systems for cost capture and reporting, ensuring quality and external/internal scrutiny.
4. Interpret complex commercial data, identify trends, and draw conclusions.
5. Improve processes for cost intelligence and reporting, identifying opportunities for value for money and better investment decisions.

About You

• Studying for or holding a relevant professional qualification or degree.
• Understanding of commercial, financial management, and economic analysis.
• Experience in process and system development, with strong data analysis skills.
• Stakeholder management and influencing skills.
• Experience delivering commercial outcomes at various organizational levels.
