Job summary

px Group is seeking a Cost Engineer in Stockton on Tees to deliver day-to-day cost management, commercial administration and reporting across engineering and construction projects. You will work within governance and delegated authority to provide accurate cost information and support decision-making.

You’ll receive personalised on-the-job training, coaching and twice-yearly development reviews to enhance your contributions and competence within the Engineering team.

Qualifications

  • Experience in cost engineering or equivalent project controls.
  • Budgets, actual costs, accruals, forecasting and commercial reporting.
  • Proficiency with Excel and ERP reporting systems.

Responsibilities

  • Manage cost control and contract administration for project scopes.
  • Set up project cost structures and coding arrangements.
  • Produce cost reports and dashboards with budgeted, actual, accrued, invoiced and forecast costs.
  • Administer PAAFs, timesheet status, approvals and resource bookings.
  • Track and reconcile purchase orders, subcontracts, invoices and planned expenditure.
  • Undertake measurement and valuation of completed work and prepare applications for payment.
  • Maintain change, variation, risk, and other commercial registers with audit trail.
  • Prepare month-end cost inputs and management accounting analysis.

The Opportunity

We are now recruiting for a Cost Engineer.

The Cost Engineer is responsible for delivering day-to-day cost management, commercial administration and reporting across assigned engineering and construction projects. Working within agreed governance and delegated authority, the role provides accurate cost information, maintains commercial controls and supports effective project decision-making.

You’ll be supported with personalised on the job training, coaching, mentoring and twice-yearly development and performance reviews to help maintain & develop your contributions and competence.

Key Responsibilities
  • Manage cost control and contract administration activities for assigned project scopes.
  • Set up and maintain project structures in cost and financial management systems, including project numbers, cost centres, budgets and coding arrangements.
  • Produce and maintain project cost reports and a dashboard showing budgeted, actual, accrued, invoiced and forecast costs, and periodically report key project data to clients.
  • Administer Personnel Authorisation Allocation Forms (PAAFs), timesheet status, approvals and resource bookings, resolving discrepancies promptly.
  • Track and reconcile purchase orders, subcontracts, invoices and planned expenditure, ensuring costs are correctly coded and authorised.
  • Undertake measurement and valuation of completed work and prepare or assess applications for payment in accordance with contract requirements.
  • Undertake commercial evaluation of quotations and tenders, contributing to clear, evidence-based recommendations.
  • Maintain change, variation, risk, opportunity and other commercial registers, ensuring complete substantiation and a clear audit trail.
  • Prepare month-end cost and commercial inputs, including accruals, work in progress, invoicing, debtors and management accounting analysis; ensure invoices are prepared and issued on time.
  • Monitor budgets, overheads, actual costs and commitments; investigate variances and report emerging trends.
  • Maintain cost forecasts and identify risks and opportunities, agreeing actions with the project team and escalating material issues where required.
  • Provide project teams with current, accurate management information on finances, life-cycle costs, cash-flow forecasts, progress and risk avoidance; liaise with procurement, finance, clients, suppliers and subcontractors on commercial queries.

Minimum Requirements
  • Relevant practical experience in cost engineering, quantity surveying, commercial administration or project controls within engineering, construction or a similar environment. Demonstrable competence is the primary requirement.
  • Working knowledge of project cost management, including budgets, actual costs, commitments, accruals, forecasting, cash flow, change control and commercial reporting.
  • Experience of contract and commercial administration, including measurement, valuations, payment processes, variations, procurement and supply-chain records.
  • Strong numerical and analytical skills, with a high level of accuracy and attention to detail.
  • Proficiency in Microsoft Excel and cost, financial or ERP reporting systems, with the ability to interpret and reconcile project data.
  • Ability to manage multiple priorities independently and communicate clearly with project, finance, procurement, client and supply-chain stakeholders.
