Job Description
We have been appointed by NHS England as the Programme Delivery Partner for the New Hospital Programme (NHP). Launched in October 2020, the NHP aims to build and refurbish hospitals across the UK to improve access to modern healthcare. Following a strategic review in September 2024, the government has rebalanced hospital schemes with secured funding in five-year waves.

Job Objectives
Our Cost & Commercial Managers will lead commissions of varying sizes, depending on project complexity, working on large-scale projects as part of the NHP.

Main Purpose Of Role

• To perform the role of the Commercial Manager, responsible for end-to-end service delivery or as a key part of a larger project team on complex projects.
• To ensure client objectives are met through effective cost management from pre-contract to handover.

Key Experience Requirements

• Knowledge of and experience in healthcare and/or education sectors is beneficial.
• Ability to lead clients through various project stages from feasibility to completion.
• Experience working with NEC suite of contracts.
• Demonstrable experience interfacing with key stakeholders and being client-facing as a Commercial Manager.
• Knowledge of risks, challenges, and opportunities facing public-sector healthcare bodies.
• Experience producing monthly post-contract cost reports and presenting them to clients.
• Experience managing procurement processes effectively.
• Ability to negotiate and agree final accounts.
• Knowledge of contract administration, value engineering, and lifecycle costing.
• Experience using CostX or similar measurement software.

Key Accountabilities

• Estimating and cost planning, including producing and presenting final cost plans.
• Tendering and procurement, managing pre-qualification, enquiry, analysis, selection, and contract preparation.
• Handling post-contract cost variances and change control processes, referring major changes to line managers.
• Carrying out cost checks and valuations on larger projects, ensuring accuracy and timeliness.
• Producing and presenting monthly post-contract cost reports.
• Contributing to value engineering.
• Negotiating and finalizing accounts.
• Interfacing with clients and consultants at all project stages.
• Leading junior team members where appropriate, ensuring they meet their responsibilities.

Qualifications

• Degree qualification in construction, cost management, or Quantity surveying preferred.
• MRICS qualification.
• Good knowledge of construction industry technical matters, procurement routes, value management, and value engineering.
• Experience in Education sector projects is advantageous.
