Insight Employment is recruiting a Contracts Manager to support a client supplying critical care products to the healthcare sector. Role may require occasional office visits within driving distance of Letchworth or Barnsley.

The role focuses on tender preparation and submission, framework agreements, and regulatory compliance, including carbon reduction and modern slavery assessments, in collaboration with compliance and the Sales Director.

Qualifications

• Knowledge of carbon reduction reporting, modern slavery requirements, and regulatory compliance within NHS sourcing.

Responsibilities

• Lead preparation, submission and maintenance of tenders and framework agreements with NHS Supply Chain.
• Manage interactions with Find a Tender and Jaggaer One portals for compliant submissions.
• Coordinate responses to Scottish/northern Ireland procurement opportunities and other public-sector frameworks.
• Ensure compliance with medical device regulatory requirements (CE marking, MDD/MDR, ISO) and MHRA processes.
• Oversee Carbon Reduction Plan development and Evergreen assessments.
• Oversee Modern Slavery statements and risk assessments per UK NHS requirements.
• Maintain contract records, monitor KPIs, and manage variations and renewals.
• Collaborate with management to gather evidence and deliver high-quality submissions.
• Provide commercial and compliance guidance on framework rules.

Insight Employment are recruiting a Contracts Manager for one client’s who supply critical care products to the healthcare sector.It is not necessarily office based, but being withing driving distance to either Letchworth or Barnsley would be beneficial for the occasions an office visit may be needed.

JOB SUMMARY / OVERALL PURPOSE OF ROLE:

This newly created role will support the Sales Director by taking ownership of the preparation, submission of customer tenders and framework agreements. The role will oversee all elements of submission, including Carbon Reduction Plan development, Modern Slavery assessments and working closely with Compliance on regulatory matters.

KEY RESPONSIBILITES:

• Lead the preparation, submission and ongoing maintenance of tenders and framework agreements with NHS Supply Chain, including full lifecycle management from opportunity identification through to award and post-award administration.
• Manage all interactions with the Find a Tender service and the Jaggaer One (NHS Supply Chain eProcurement) portal, ensuring accurate, timely and compliant submissions.
• Coordinate responses to Scottish Procurement opportunities and other relevant public-sector frameworks.
• Work closely with the regulatory team to ensure full compliance with medical device regulatory requirements, including CE marking, MDD/MDR transition, ISO standards, UK Responsible Person (UKRP) obligations and MHRA registration/maintenance.
• Oversee Carbon Reduction Plan development and reporting, Evergreen Sustainable Supplier Assessment submissions and ongoing maturity progression.
• Manage Modern Slavery statements, risk assessments and ongoing compliance obligations in line with NHS and UK legislation and experience with the Cabinet office website for assessment completion.
• Maintain accurate contract records, monitor performance KPIs, manage variations, extensions and renewals, and ensure all contractual obligations are met.
• Collaborate closely with management team to gather evidence, collate responses and deliver high-quality submissions.
• Provide clear commercial and compliance advice to the wider business on framework rules and supplier obligations.
• Identify and mitigate contractual, regulatory and reputational risks associated with public-sector healthcare contracting.
• Be ahead of the curve with upcoming frameworks working closely with the Sales Director to explore potential opportunities for growth.

KEY REQUIREMENTS:

• Proven track record of managing NHS Supply Chain framework submissions and ongoing contract maintenance.
• Hands-on experience of the Find a Tender portal and Jaggaer One (or equivalent NHS Supply Chain eProcurement systems).
• Strong working knowledge of Carbon Reduction reporting, Evergreen Assessment and Modern Slavery requirements within NHS procurement.
• Solid understanding of medical device regulatory frameworks: CE marking, MDD/MDR, relevant ISO standards, UKRP responsibilities and MHRA processes.
• Experience of Scottish & Northern Ireland Procurement frameworks and processes.
• Demonstrable experience of working within regulated healthcare or medical device supply environments.
• Highly organised with exceptional attention to detail and the ability to manage multiple complex tenders and deadlines simultaneously.
• Strong written communication skills with the ability to produce clear, accurate tender responses.
• Analytical and commercially aware, with the confidence to interpret complex contractual and regulatory requirements.
• Proactive and solutions-focused approach to problem-solving and risk management.
• Excellent management skills - able to work collaboratively across internal teams and with external NHS bodies.
• Resilient under pressure and comfortable working to tight timescales.
• High level of integrity and commitment to ethical, compliant and sustainable business practices.
• Self-motivated with the ability to work independently while remaining a strong team player.
• Relevant degree or professional qualification in business, law, procurement, regulatory affairs or a related discipline (or equivalent experience).
• Membership of a relevant professional body (e.g. CIPS) is desirable.

Salary:

47.5K to 55k per annum depending on location and experience
