Job summary

The Council in Wales is advertising two Contract Monitoring Officer posts based at Ty Elai, Williamstown, to monitor contractual arrangements with providers and external partners.

You will compile information and reports on care provider performance and support commissioning to deliver an enabling model of care.

Contract Monitoring Officer (37 hours per week x 2 posts)

Grade 10 at £39,152 per annum

Location: Ty Elai, Dinas Isaf East, Williamstown, CF40 1NY

An exciting opportunity has arisen within the Adult Services Purchasing and Contract Management Team for the appointment of 2 Contract Monitoring Officer’s.

The post will be accountable to the Contract Officer and will be responsible for monitoring the contractual arrangements with both the independent sector and third sector Provider Services as well as external partner agencies, to ensure effective delivery and compliance with contract terms and conditions.

Collaboration with key partners including service providers, Care Inspectorate Wales, the National Collaborative Commissioning Unit and Cwm Taf Morgannwg University Health Board as well as colleagues across Adult Services will be a key part of this role.

The role will be based within the Commissioning, Contract Management and Client Finance Team, and you will play a key part in compiling information and reports on care provider performance in respect of delivery against the contract terms and conditions and service specification.

Data you gather during the contract monitoring visits as well as other key pieces of statistical information you are required to gather are reported to the Contract Officer and Commissioning, Contracts & Client Finance Manager which is then used to inform market shaping to meet future need.

You will play an active role in supporting the Contract Officer to commission services that deliver an enabling model of care, providing positive outcomes for individuals and will work with partners in the delivery of the priorities as outlined in the various Cwm Taf Joint Commissioning Strategies.

The successful candidate will need to be effective at negotiation and dispute resolution and will have good research, organisational, communication, administrative, and ICT skills. In addition, you will have a sound knowledge of all relevant social care legislation in Wales, as well as a good understanding and experience of the commissioning cycle, and whilst not essential, a good understanding of the procurement process, would be beneficial.
