Job summary

Norman Rourke Pryme is seeking an experienced Employers Agent to join our Exeter team, focusing on post-contract delivery of affordable housing schemes for Housing Associations. You will manage quality, cost control and compliance across construction sites, with a clean driving licence and the ability to cover a geographical area monthly.

The role requires technical knowledge of residential construction, experience with JCT or Design & Build contracts, and strong stakeholder management.

Qualifications

  • Technical knowledge of residential buildings, including construction methods and standards.
  • Proven experience delivering affordable housing schemes for Housing Associations.
  • Good understanding of JCT Suite of contracts and/or Design & Build contracts.
  • Ability to diligently and accurately value works on site either on a stage or monthly payment basis and issue accurate Payment Notices/ Certificates.
  • Excellent communication and stakeholder management skills.
  • Relevant professional qualification (e.g., MRICS or working towards) preferred.

  • Oversee delivery of schemes in line with contractual obligations and client requirements.
  • Conduct site inspections, monitor progress, and ensure compliance with technical specifications.
  • Lead progress meetings, producing agendas, meeting notes and managing the Request for Information process.
  • Value works on site, prepare and issue Payment Certificates/ Notices in accordance with contract terms.
  • Manage variations, assess contractor claims, lead negotiations and maintain accurate project records.
  • Produce cost reports to manage costs and financial performance.
  • Liaise with Housing Associations, contractors, and consultants to ensure smooth project delivery.
  • Provide technical advice and resolve issues promptly to maintain programme and quality standards.
  • Prepare reports for clients and stakeholders on project status.
  • Lead the risk management process, including identification, mitigation, allocation of actions and, if required, costing of residual risk.
  • Understand obligations regarding health and safety on site.
  • Understand how to assess quality of workmanship on site.
