Job summary

NRL in Talacre is seeking a Construction Subcontract Engineer to oversee subcontracts on West and Buildings and E&I works for the ENI Liverpool Bay decommissioning and CCS project. The role focuses on administration, cost control and change management across EPIC project phases.

You should have 3-5 years in oil & gas or energy sectors, onshore experience, and the ability to manage variations, claims and progress payments with third parties.

Qualifications

• 3-5 years of experience as a Quantity Surveyor in Oil & Gas or Energy sectors.
• Onshore experience is mandatory; candidates with both onshore and offshore experience are welcome.

Responsibilities

• Ensure Subcontract Administration is implemented and followed by subcontractors.
• Initiate letters/notices to subcontractors and respond to their letters/notices.
• Monitor subcontractor performance and progress.
• Review and validate progress payments submitted by subcontractors.
• Support variations/claims with impact on program and forecasts.
• Analyse Site TQs, Site Instructions, Deviation Requests for cost impact and price negotiation.
• Ensure extra works, new prices, claims, back charges and close-out per procedures.
• Participate in change management and forecast analysis.
• Issue Completion Certificates when appropriate.
• Configure contracts/price lists in Colav and track revisions.
• Guide subcontractors in WP, NP and CWO submissions.
• Support subcontractors with Back-Ups for WP/NP/CWO.
• Check coherence between physical and economic progress.
• Execute Forecasts Analysis.

Construction Subcontract Engineer – Talacre

Purpose of the position: As Construction Subcontract Engineer you will report to the Subcontract Manager. You will ensure the correct development, management and improvement of new scopes on Mechanical Work – West and Buildings and E&I Works throughout the engineering and development phases (EPIC Projects) of our ENI Liverpool Bay Project (Decommissioning & Carbon Capture and Storage).

Responsibilities

• Ensure the procedure of Subcontract Administration is implemented and followed by Subcontractors
• Initiate letters and notices to Subcontractors as needed and ensure that the letters and notices from the Subcontractors are appropriately replied to
• Monitor Subcontractor’s performance
• Review and validate the progress payment submitted by Subcontractors
• Provide to project management team support in the identification of any variations and or claims with implications on project program and forecasts, if any (i.e. delays/costs)
• Analyse the issued Site Technical Queries, Site Instructions, Deviation Requests to both determine the relevant cost impact and lead the negotiation with Subcontractors for alignment on the price
• Ensure that extra works, new unit prices, claims, back charges, liquidated damages and close out of the Subcontracts are performed / processed in accordance with the relevant procedure
• Participate actively in change management and forecast analysis
• Ensure the issuance of Completion Certificates
• Ensure the configuration of the contracts/price lists in Colav (Work Progress Management System), and of the respective revisions
• Provide guidance to Subcontractors in the correct submission of Work Progress (WP), New Prices (NP) and Order Changes (CWO)
• Support subcontractors in submitting Back-Ups (documentation accompanying WP, NP and CWO)
• Check and inform the Subcontract Manager on the coherence between physical progress and economic progress
• Execute the Forecasts Analysis

What are we looking for?

Experience: 3-5 years of experience as a Quantity Surveyor in the Oil & Gas or Energy sectors, preferably on large construction projects. Onshore experience is mandatory. Candidates with both onshore and offshore experience are welcome
