Job summary

Royal Mail is seeking an experienced Construction Project Manager to lead a diverse portfolio of UK projects, from new build to refurbishments and energy initiatives. You will manage the full lifecycle from inception through handover, ensuring safe, on-time, on-budget delivery.

The role requires strong governance, cost control, and collaboration with internal teams and external contractors across multiple sites, with flexible base location and travel across the UK.

Qualifications

• : Experience as a Project Manager or Assistant Project Manager in a similar role.
• : A strong track record of delivering property related projects (building fabric, M&E or estate).

Responsibilities

• Lead end‑to‑end delivery of construction projects (capital and major opex) across RIBA stages.
• Drive projects to deliver cost, programme, quality, scope and safety objectives.
• Manage multidisciplinary teams and external contractors for high performance and value.
• Oversee design development, pricing, tendering, value engineering, construction and handover.
• Implement governance structures and performance controls for projects/programmes.
• Track progress including financials, safety metrics, risks and status.
• Collaborate with Commercial Management to manage budgets and spend.
• Ensure compliance with CDM 2015, H&S, CAR2012 and P3M.
• Build relationships with internal stakeholders and external partners.
• Influence stakeholders on risks, scope changes and priorities.
• Identify opportunities for insourcing and improved delivery approaches.
• Support forecasting for building fabric and engineering programmes.

We’re looking for experienced Construction Project Managers to lead the successful delivery of a diverse portfolio of construction projects across the UK. This includes newbuild schemes, refurbishments, building engineering services upgrades, fabric improvements and energy/environmental initiatives. You will manage the full project lifecycle from inception and design through procurement, construction and handover. Ensuring projects are delivered safely on time and on budget and to the highest standard.

This is a hands‑on role that supports our strategy to increase inhouse capability, insource key delivery activities and achieve better value across our estate. With projects based in a variety of national locations, and on‑site presence and travel is expected, but your base location is flexible. A full UK driving licence is required.

The Role

Lead and be accountable for the end‑to‑end delivery of construction projects (capital and major opex), covering all relevant RIBA stages end‑to‑end delivery of construction projects.

Drive projects to achieve cost, programme, quality, scope and safety objectives in line with the organisation’s operating system and governance frameworks.

Manage multidisciplinary teams of internal specialists and external contractors, ensuring high performance, collaboration and value.

Oversee design development, pricing, tendering, value engineering, construction delivery, practical completion and handover.

Implement robust project and programme management tools, governance structures and performance controls.

Track and report project progress to stakeholders, including financials, safety metrics, risks and overall project status.

Work closely with Commercial Management to maintain accurate budgets, validate cost information and manage spend within delegated limits.

Ensure full compliance with statutory, regulatory and organisational requirements, including CDM 2015, H&S legislation, CAR2012 and P3M.

Build effective relationships with internal stakeholders (including Legal, Technology, Operations, Procurement and Security) and external partners.

Influence and negotiate with stakeholders on risks, scope changes and competing priorities.

Proactively identify opportunities for value engineering, insourcing and improved delivery approaches.

Support forecasting processes for building fabric and engineering programmes, helping shape future investment plans.

Provide occasional regional cover in support of the Construction Programme Manager.

Significant influence at local/regional and national levels, enabling operational continuity and strategic property improvements.

Responsible for cross functional project teams of up to 20 people.

About You

Experience as a Project Manager or Assistant Project Manager in a similar role.

A strong track record of delivering property related projects (building fabric, M&E or estate) related projects (building fabric, M&E or estate).

Proven experience managing a portfolio of projects in a client side or customer focused environment.

Demonstrable experience leading internal and external teams.

Practical knowledge of building surveying and/or building services engineering.

Experience preparing scopes, specifications, tender documentation and evaluating bids.

Knowledge of JCT contract administration.

Strong programme and project management skills, with the ability to manage complex, multistakeholder delivery environments.

A clear understanding of value for money principles and experience identifying opportunities for insourcing and inhouse capability development.

The ability to innovate, challenge assumptions and apply value engineering techniques.

Excellent communication and relationship building skills across technical, commercial and operational stakeholders.

Qualifications (desirable, not essential)

Chartered status with a relevant professional body (e.g., RICS, ICE, CIOB, CIBSE, IET).

Recognised project management qualification (e.g., APM, PMQ).

CSCS card or successful completion of the Construction Skills H&S test.

IOSH Managing Safely or NEBOSH General Certificate.
