National Construction Project Manager — Estate & Facilities

Job summary

Royal Mail is seeking an experienced Construction Project Manager to lead a diverse portfolio of UK projects, from new build to refurbishments and energy initiatives. You will manage the full lifecycle from inception through handover, ensuring safe, on-time, on-budget delivery.

The role requires strong governance, cost control, and collaboration with internal teams and external contractors across multiple sites, with flexible base location and travel across the UK.

Qualifications

• : Experience as a Project Manager or Assistant Project Manager in a similar role.
• : A strong track record of delivering property related projects (building fabric, M&E or estate).
• : Proven experience managing a portfolio of projects in a client side or customer focused environment.
• : Demonstrable experience leading internal and external teams.
• : Practical knowledge of building surveying and/or building services engineering.
• : Experience preparing scopes, specifications, tender documentation and evaluating bids.
• : Knowledge of JCT contract administration.
• : Strong programme and project management skills, with the ability to manage complex, multistakeholder delivery environments.
• : A clear understanding of value for money principles and experience identifying opportunities for insourcing and inhouse capability development.
• : The ability to innovate, challenge assumptions and apply value engineering techniques.
• : Excellent communication and relationship building skills across technical, commercial and operational stakeholders.

Responsibilities

• Lead end‑to‑end delivery of construction projects (capital and major opex) across RIBA stages.
• Drive projects to deliver cost, programme, quality, scope and safety objectives.
• Manage multidisciplinary teams and external contractors for high performance and value.
• Oversee design development, pricing, tendering, value engineering, construction and handover.
• Implement governance structures and performance controls for projects/programmes.
• Track progress including financials, safety metrics, risks and status.
• Collaborate with Commercial Management to manage budgets and spend.
• Ensure compliance with CDM 2015, H&S, CAR2012 and P3M.
• Build relationships with internal stakeholders and external partners.
• Influence stakeholders on risks, scope changes and priorities.
• Identify opportunities for insourcing and improved delivery approaches.
• Support forecasting for building fabric and engineering programmes.
