Job summary

RTS Infrastructure, part of Arriva Group, is seeking a seasoned Construction Engineering Manager to lead engineering assurance on major rail projects from Leeds with UK-wide site travel. You’ll provide technical leadership, governance, and coordination across design, construction, testing, and handback, ensuring safety, quality and compliance throughout the lifecycle.

You will oversee CREs, manage design submissions, and drive risk management, constructability, and adherence to industry

Qualifications

• Degree in Civil Engineering or related discipline, or equivalent industry experience.
• Significant experience delivering track (permanent way) projects within rail infrastructure.
• Proven experience as Contractor's Engineering Manager (CEM) or Senior CRE.
• Strong understanding of engineering assurance, technical governance and project delivery in rail.

Responsibilities

• Act as principal engineering management and assurance lead for allocated rail infrastructure projects.
• Provide leadership and coordination of engineering activities throughout the project lifecycle.
• Lead engineering assurance processes across design, construction, testing, commissioning and handback stages.
• Oversee preparation and approval of design submissions (Form A/B/C).
• Ensure deliverables are sound, constructible and compliant with requirements.
• Guide CREs/CRE-Cs and ensure access to approved technical information.
• Communicate engineering requirements to project delivery and construction teams.
• Identify and manage engineering risks, interfaces and constraints.
• Maintain engineering records for project assurance, handback and close-out.
• Coordinate multidisciplinary engineering across track, civils, signalling, OLE and telecoms.
• Support tender submissions with technical input and risk assessments.
• Promote innovation and value engineering across projects.
