Job summary

RTS Infrastructure is seeking a seasoned Construction Engineering Manager to lead engineering assurance and delivery of major rail infrastructure projects in the UK. Based in Leeds, you will coordinate across Track, Civils, Signalling, OLE and Telecoms, and oversee CREs while ensuring safety, quality and governance.

Reporting to the Programme Manager, you’ll develop robust technical governance, manage interfaces, and drive risk mitigation and value engineering across the project lifecycle from

Qualifications

• Degree in Civil Engineering or related discipline (or equivalent).
• Extensive experience delivering track works in rail infrastructure.
• Proven experience as CEM or Senior CRE.
• Strong knowledge of engineering assurance and governance processes.
• Experience managing multidisciplinary rail engineering interfaces.
• Knowledge of rail project design, construction, testing and commissioning.

Responsibilities

• Act as principal engineering management and assurance lead for allocated projects.
• Coordinate engineering activities across the full project lifecycle.
• Lead engineering assurance processes with robust governance.
• Oversee Form A/B/C submissions.
• Ensure deliverables are compliant and constructible.
• Support CREs and CRE-Cs with access to approved information.
• Communicate engineering requirements to delivery teams.

• Maintain engineering records for handover and assurance.

We're looking for an experienced Construction Engineering Manager (CEM) to join our growing project delivery team. This is an exciting opportunity for an accomplished rail engineering professional to provide engineering leadership across major rail infrastructure projects, ensuring the safe, compliant and efficient delivery of engineering activities throughout the project lifecycle.

Reporting to the Programme Manager, you'll be accountable for all engineering management and assurance activities associated with project delivery, from mobilisation and design development through to construction, testing, commissioning and handback.

What You'll Be Doing

• Act as the principal engineering management and assurance lead for allocated projects and work packages.
• Provide leadership and coordination of engineering activities across the full project lifecycle.
• Lead engineering assurance processes, ensuring robust technical governance throughout design, construction, testing and commissioning.
• Oversee the production, review and approval of Form A, Form B and Form C submissions.
• Ensure engineering deliverables are compliant, coordinated, constructible and aligned to client requirements.
• Provide oversight and support to Contractor's Responsible Engineers (CREs) and CRE-Cs.
• Ensure engineering teams have access to approved technical information prior to commencing works.
• Communicate engineering requirements effectively to delivery and construction teams.
• Identify, manage and mitigate engineering risks, constraints and technical interfaces.
• Ensure engineering records are maintained and suitable for project handover and assurance requirements.
• Support project governance, reviews and key engineering decisions.
• Ensure design, construction and testing activities comply with applicable standards and technical requirements.
• Oversee the resolution of technical issues, non-conformances and change control activities.
• Manage interfaces between designers, CREs and construction teams.
• Coordinate multidisciplinary engineering activities including Track, Civils, Signalling, OLE and Telecoms.
• Support tender activities through technical input, engineering planning and risk assessment.
• Drive innovation, technical excellence and value engineering across projects.

What We're Looking For

• Degree in Civil Engineering or a related engineering discipline, or equivalent industry experience.
• Significant experience delivering track (permanent way) works within a rail infrastructure environment.
• Proven experience operating as a Construction Engineering Manager (CEM) or Senior CRE.
• Strong understanding of engineering assurance and technical governance processes.
• Experience managing multidisciplinary rail engineering interfaces.
• Knowledge of design, construction, testing and commissioning activities within rail projects.
• Strong understanding of engineering risk management and change control processes.
• Excellent stakeholder management and communication skills.
• Strong leadership and team management capability.
• Methodical and detail-oriented approach with strong analytical skills.
• Commitment to safety, quality and compliance.
• Ability to manage competing priorities in a fast-paced project environment.
