- Own and maintain the conduct risk framework, standards and supporting procedures for the UK & Ireland business.
- Lead the ongoing development of Consumer Duty arrangements, including outcome monitoring, evidence collation, issue escalation and support for the annual Board assessment.
- Develop and maintain a proportionate suite of conduct risk indicators and customer outcome measures, drawing together relevant data from underwriting, claims, complaints, distribution and operational teams.
- Identify emerging conduct themes, control weaknesses and potential customer harm, ensuring that concerns are clearly articulated, escalated and tracked through to resolution.
- Provide specialist advice on the application of conduct requirements to new and existing products, distribution models, customer journeys and business change.
Product Governance and Fair Value
- Own and coordinate the product approval, product review and product governance lifecycle, including clear governance, documentation, decision-making and action tracking.

- Provide independent review and challenge of target market statements, distribution strategies, product performance information and proposed product changes.
- Maintain the product inventory and forward review schedule, ensuring reviews are completed to an appropriate standard and within agreed timescales.
- Support oversight of manufacturers, co-manufacturers, delegated arrangements and distribution chains where these are relevant to Rokstone’s product governance obligations.
Oversight, Monitoring and Assurance
- Design and deliver a risk-based conduct and product governance monitoring plan, working with the wider Compliance team to avoid duplication and ensure appropriate coverage.
- Review customer outcome information to identify trends, outliers and areas requiring deeper analysis or management action.
- Assess the design and effectiveness of relevant controls, provide practical recommendations and challenge remediation plans where gaps are identified.
- Maintain clear records of oversight activity, findings, decisions and actions, supporting a defensible audit trail for senior management and regulatory review.
- Support regulatory enquiries, internal audit activity and other assurance work relating to conduct risk, Consumer Duty and product governance.

- Coordinate papers and supporting evidence for product governance and customer outcome discussions, highlighting material risks, trends, overdue actions and decisions required.
- Support the design and operation of governance forums, ensuring that responsibilities, escalation routes and decision rights are clear.
- Track agreed actions and provide appropriate challenge where progress or evidence is insufficient.
Stakeholder Engagement and Embedding
- Build effective relationships across underwriting, claims, operations, delegated authority, distribution, capacity, legal, risk and compliance teams.
- Act as a trusted specialist adviser, providing clear and commercially grounded guidance while maintaining independent second-line challenge.
- Develop practical guidance, templates and training to help first-line teams understand and discharge their conduct and product governance responsibilities.
- Promote a culture in which customer outcomes and fair value are considered throughout product design, distribution, review and change.
Role Requirements
- Strong experience in conduct risk, product governance, Consumer Duty or regulatory compliance within insurance or financial services.
- Practical knowledge of FCA expectations relating to product governance, fair value, customer outcomes and the Consumer Duty.
- Experience owning or materially contributing to product approval, product review, fair value assessment and conduct monitoring processes.

- Experience preparing high-quality governance papers, management information and reporting for senior stakeholders or committees.
- Experience within an MGA, delegated authority or complex insurance distribution environment is desirable.
- A relevant professional qualification, such as an ICA, CII or equivalent qualification, is desirable.

- Strong analytical and critical-thinking skills, with the ability to draw meaningful conclusions from qualitative and quantitative customer outcome information.
- Confidence to provide credible, independent challenge while maintaining constructive working relationships.
- Excellent written and verbal communication skills, with the ability to explain complex regulatory matters clearly and succinctly.
- Strong organisation and attention to detail, including the ability to manage cyclical reviews, governance deadlines and multiple workstreams.
- Commercial judgement and the ability to balance regulatory expectations, customer outcomes and business practicality.
- A collaborative and proactive approach, with the confidence to take ownership and drive activity across functional boundaries.
