Panoramic Associates is seeking an Interim Compliance Manager in London. The role is hybrid working and on a six-month contract, paying £350-£400 per day.

Qualifications

  • IOSH/NEBOSH qualification or equivalent preferred.

Interim Compliance Manager

Location: London


Working: Hybrid


Rate: £350-£400 per day


IR35: Inside IR35


Contract: 6 Months


Managing statutory compliance across a large property portfolio is not simply about knowing the regulations. The real challenge is knowing where the risks are, having reliable data to prove compliance, and making sure contractors and internal teams actually deliver what is required.


That’s the challenge this interim role has been brought in to address.


You’ll take a lead role across the Council’s property portfolio, overseeing statutory compliance, strengthening assurance processes and making sure issues are identified and dealt with before they become bigger problems.


The portfolio covers a broad range of compliance areas, including gas, electrical, fire safety, legionella, asbestos and wider health and safety requirements.


What You’ll Actually Be Doing


  • Oversee and manage the renewal and tracking of all statutory and best practice compliance.

  • Procure and manage compliance condition surveys, ensuring obligations are met within agreed timescales and budgets.

  • Design and implement effective data management systems to monitor overall compliance.

  • Conduct regular audits and inspections, highlighting and addressing any failures.

  • Track contractor performance and verify compliance-related works.

  • Develop and update compliance procedures and policies in line with current legislation.

  • Lead and manage a team, ensuring high performance and continuous improvement.

  • Ensure effective financial management and cost controls for all projects and programmes.

  • Oversee procurement and contract management for compliance services.

  • Foster positive relationships with internal departments and external partners.


Within the first six months, you’ll be expected to bring greater control, visibility and consistency to the Council’s compliance position.


Success will mean senior stakeholders have a clear understanding of where the portfolio stands, outstanding risks are being actively managed, compliance information can be relied upon, and contractors are being held accountable for delivery.


You’ll have substantial experience managing property compliance, facilities management or health and safety within a commercial or local authority environment.


You don’t need to be the technical specialist in every compliance discipline, but you do need a strong working understanding of the key statutory areas — particularly gas, electrical, fire safety, legionella, asbestos, PAT testing and wider health and safety legislation.


You’ll be comfortable interpreting legislation and turning it into practical requirements, policies and processes.


Data and assurance will be important. You should be confident working with compliance systems, analysing information, identifying gaps and producing clear reporting for senior stakeholders.


You’ll also have experience managing multidisciplinary teams and dealing with contractors, procurement, budgets and performance issues.


An IOSH or NEBOSH General Certificate, or equivalent, alongside a relevant construction or technical qualification would be expected.
