Your new company
The Royal Borough of Kensington and Chelsea is committed to putting residents at the heart of everything they do. Their Housing Management team is dedicated to delivering high-quality services that meet the needs of the diverse community. They are currently seeking a passionate and experienced Programme Manager to lead our Community Engagement efforts within the Capital Delivery team.

Your new role
As the Programme Manager (Community Engagement), you will play a pivotal role in enhancing our engagement with residents, ensuring their voices are central to the planning and execution of the Capital Delivery programme. You will develop and implement effective engagement strategies that empower residents and maximise social value through our supply chain. You will be an expert in translating concepts of resident engagement and co-design into operational outcomes for the Capital Delivery programme, which involves managing a high volume of projects impacting residents' daily lives.

Key Responsibilities
  1. Lead the design and delivery of comprehensive community engagement strategies.
  2. Collaborate with the Programme Manager (Capital Delivery) to integrate community perspectives into all capital projects.
  3. Support the Social Value Manager in enforcing Social Value Plans across the programme.
  4. Manage and develop a high-performing team, fostering a culture of accountability and service excellence.
  5. Engage with a broad range of Council teams and external partners to align with the Council's goals.
  6. Act as the strategic lead in developing effective resident liaison and community-based social value delivery.
  7. Report monthly on engagement and social value activities, ensuring transparency and continuous improvement.
  8. Lead efforts to transform community engagement practices within the Capital Delivery team.
Candidate Requirements
  • Professional qualification in housing, community engagement, social value, or related disciplines, or considerable experience in a comparable role.
  • Proven senior management experience in resident engagement and community development.
  • Experience managing teams and delivering transformation and change with a resident focus.
  • Strong knowledge of Co-Design Principles and their practical application.
  • Experience in business and service planning, risk management, and handling complaints.
  • Ability to build strong relationships with community stakeholders and internal teams.
  • Understanding of Social Value principles as they apply to public procurement and social housing.
What You'll Get

You will receive a competitive salary of £75,252 to £86,076, along with a generous leave entitlement of 30 days plus 8 public holidays, and a local government pension scheme of 18%. The team offers a hybrid working system of 3 days in the office and 2 days at home, supporting a healthy work-life balance.
