Job description

About Us

Oxfordshire is an ambitious County with a strong track record of partnership working across social care, health, housing and the voluntary sector. We have an exciting opportunity for a Commissioning Officer to join our Age Well Commissioning Team on a fixed term basis until 31st March 2028 to help shape the future of Oxfordshire's housing with care services during a period of significant transformation.

About The Role

A major focus of the role will be supporting the development and delivery of Oxfordshire's Extra Care Housing programme. As part of this programme, we are working across systems to simplify care contracting arrangements, strengthen co-production, and ensure future services remain sustainable and person-centred for the future.

The successful candidate will help influence the next generation of Extra Care Housing across Oxfordshire, supporting work to establish clearer expectations around building and operational standards while also taking a commercial and market facing approach that ensures Oxfordshire remains an attractive place for providers, investors and development partners.

Alongside this, the role will provide strategic commissioning support for Disabled Facilities Grants (DFG), working closely with the District and City Councils and operational colleagues to maximise the impact of housing adaptations and preventative services that help residents remain independent for longer.

This is a role that combines commissioning, strategy, policy development and engagement, offering the opportunity to contribute to impactful programmes at a time of significant change.

About you

As a Commissioning Officer you will play an important role in delivering Age Well Commissioning priorities and supporting positive outcomes for older adults across Oxfordshire.

  • Experience of working within commissioning, service development, transformation, project delivery or partnership working within housing, health, social care, local government or a related field.
  • A commitment to improving outcomes and quality of life for older adults, including those with a range of physical and mental ill health such as dementia and complex support needs.
  • An understanding of person-centred, strengths-based and co-produced approaches.
  • Strong stakeholder engagement and partnership working skills, with the ability to build effective relationships across organisations and professional groups.
  • Excellent communication, analytical, report writing, organisational and problem-solving skills.
  • The ability to manage competing priorities, work independently and deliver high quality outcomes in a complex and fast-paced environment.
Rewards and benefits
  • Annual leave starting at 30 days per year (plus bank holidays) (pro rata)
  • A comprehensive Local Government Pension Scheme (LGPS)
  • Employee Assistance Programme including access to health and wellbeing support
  • Range of family friendly policies
  • Childcare vouchers, cycle to work scheme, electric car scheme, range of staff discounts including travel, holidays, insurance, food, health & leisure activities.
  • Excellent learning and development opportunities
