Job Description Summary
As the Commissioning Manager (Portfolio), you are responsible for defining and executing commissioning activities during ITO and OTR on several small to medium projects & service contracts, acting under the direction of Project Managers / Bid Managers.
You will define the commissioning strategy, mobilise & lead the commissioning team, and manage the execution of the commissioning scope of work, ensuring safety, quality, costs, and delivery meet contractual obligations, company policies, and KPIs. You will also participate in recruiting, mentoring, and training new/graduate engineers in line with GE development and authorization processes.
Roles & Responsibilities
During Tender (ITO)
- Support budget/target forecasts & sequencing of commissioning activities.
- Assist in preparing tender documents related to commissioning.
- Provide commissioning support to tendering teams.
During Execution (OTR)
- Prepare commissioning documentation.
- Ensure consistent application of commissioning strategies.
- Develop technical & organizational specifications for commissioning.
- Interface with Client Reps, Construction Managers, Project Managers, Engineers, and Design Teams throughout the project lifecycle.
- Conduct site audits and review 'Marked Up' As Installed drawings.
- Ensure availability of resources, personnel, tools, and equipment.
- Participate in project and client meetings, taking action on commissioning-related issues.
- Set goals for commissioning engineers.
- Coordinate with design teams for timely data and information exchange.
- Coordinate with other Project Commissioning Managers as assigned.

Internal: Project Directors, Managers, Engineers, Site Managers. External: Clients, Subcontractors.
Major Responsibilities
People Management
- Lead and manage site teams, ensuring proper application of processes and achievement of objectives.
- Coach and develop team members' competencies.
Health and Safety
- Demonstrate EHS leadership, implement STOP WORK policies, and promote safety practices.
- Participate in safety walks and initiatives, evaluate risks, and implement mitigation measures.
- Model safe behaviors and provide immediate feedback.
Quality
- Adhere to quality procedures and work instructions.
- Report and address non-conformances promptly.
- Ensure commissioning activities meet customer and GE standards.
- Gather lessons learned for future projects.
Key Performance Indicators
- On-time mobilization of staff and subcontractors.
- Planning metrics such as OTD and Say-do.
- Timely weekly reporting and issue resolution.
Skills & Qualifications
- Electrical Engineering degree or equivalent.
- Health and safety training and certifications; GWO certification is a plus.
- Experience in high voltage electrical substation commissioning.
Experience
- Proven experience in HV electrical commissioning.
- Experience as a Commissioning Manager in HV Substation Projects, preferably in the UK.
- Knowledge of HVDC projects is advantageous.
Knowledge
- UK standards and best practices in electrical commissioning.
- Experience with offshore substations is a plus.
Other
- This is primarily an office-based role with travel to project sites (~20%).
- Effective communication in English; additional European languages are a plus.
- Proficiency with commissioning platforms and tools.
