Job summary

South Gloucestershire Council is seeking a Commissioning Manager to shape and develop care provision across the county, working with social care, housing, public health, VCSE and providers to meet commissioning priorities.

The role sits in the Strategic Commissioning team, covering home care, care homes and specialist services for dementia, learning disabilities, and mental health needs, with a hybrid office/home pattern.

Qualifications

  • This role requires a degree or professional qualification in social care, healthcare, public health, housing, business studies or an equivalent.
  • You will have senior-level commissioning experience in social care, housing, health or public health.
  • You will have developed and delivered commissioning strategies and business plans with market analysis, contract and performance management.
  • You must understand the underpinning values, standards, legislative frameworks and personalisation agendas across children’s and adults’ social care, housing, health and public health services.

Responsibilities

  • Provide advice and information to customers, delivering high-quality, value-for-money services.
  • Support the Strategic Lead for Service Development and Partnership and the Service Manager with policy agendas and legislation.
  • Manage competing priorities and respond to emerging work pressures in strategic areas.
  • Possibly manage a small team of commissioning officers to support wider team objectives.

How you'll make a difference

As a Commissioning Manager, you will work collaboratively with social care, housing, public health, VCSE and provider organisation to shape and develop care provision across South Gloucestershire, helping to deliver our strategic commitments and commissioning priorities. Building strong partnerships across the sector, you will support the development of a sustainable and diverse care market that contributes to our vision of strong communities.

As part of the Strategic Commissioning team, you will work across a range of adult social care commissioning areas, including home care, care homes, and specialist services for people with dementia, learning disabilities and mental health needs.

What you will be doing
  • Using your expertise, you will provide advice and information to a range of customers, delivering high-quality, efficient and value-for-money services.
  • Supporting the Strategic Lead for Service Development and Partnership and the Service Manager, you will ensure that emerging legislation, guidance, best practice and policy agendas are proactively identified, with their relevance and impact assessed and addressed accordingly.
  • You will support the team in managing competing priorities and responding to emerging work pressures, taking responsibility for new and varied strategic areas of work in line with service needs.
  • The service may require you to manage a small team of commissioning officers or assistant commissioning officers in support of your work and wider team objectives.
What we need from you
  • It is essential that you hold a degree or professional qualification in social care, healthcare, public health, housing, business studies or a related discipline, or can demonstrate equivalent knowledge and experience gained through professional practice.
  • You will have experience of working at a senior level in a commissioning role within a social care, housing, health or public health environment, with a sound understanding of relevant legislation, including the Care Act market-shaping responsibilities and procurement regulations.
  • We are looking for someone with experience of developing and delivering creative and innovative commissioning strategies and business plans. This will include undertaking needs assessments and market analysis, preferably within social care, health, public health or housing services, as well as contract and performance management.
  • You must have a strong understanding of children's and adult social care, housing, health and public health services, including the relevant underpinning values, standards, legislative frameworks and personalisation agenda.
What you need to know
  • This role is hybrid, with a mixture of working at our office in Badminton Road and working from home.

Interviews are likely to held on 15th October.
