Job summary

Neath Port Talbot Council seeks an experienced Commercial Manager to lead major capital projects within the Architectural Design and Project Management team. You will oversee NEC-based contracts, provide commercial advice, and manage budgets, procurement, and multidisciplinary teams across council facilities.

We are currently seeking an experienced and commercially focused individual to join our Architectural Design and Project Management team as a Commercial Manager. The team delivers a varied programme of new-build, refurbishment and extension projects across Council properties and facilities, including major capital schemes. Recent projects include Cefn Saeson Comprehensive School, Abbey Primary School, the carbon-positive Technology Centre at Baglan Energy Park, Neath Leisure Centre and Library, and the refurbishment of the former Plaza Cinema in Port Talbot.

As a Commercial Manager you will support the delivery of major capital projects, personally project manage high-profile schemes and provide Quantity Surveying, contract administration, project management and procurement advice under NEC forms of contract.

Your key responsibilities will include:

• Project managing high-profile and key projects for the Council.
• Undertaking the client Quantity Surveying role on major projects under NEC forms of contract.
• Providing client-side project management and contract administration.
• Appointing and managing external consultants, contractors, officers and specialists.
• Advising on procurement, contractual issues, compensation events and claims.
• Managing project briefs, feasibility work, budgets, programmes and multidisciplinary teams through the full project lifecycle.

About you:

Do you have:

• A degree in a relevant subject.
• Full membership, or progress towards full membership, of RICS, APM or CIOB.
• Experience of commercial and contract negotiation, including drafting and executing commercial contracts.
• NEC Quantity Surveying and contract administration experience across a range of projects.
• Experience of managing multidisciplinary teams at a senior level.
• Extensive knowledge of contract administration, including contractual disputes, compensation events and claims.
• Strong stakeholder management skills, with the ability to influence and manage competing priorities.
• Knowledge of strategic procurement, financial risk and contractual key performance indicators.
