Job summary

The Commercial Manager is accountable to the Commercial Director for post-contract commercial management of medium value/medium risk activity and support pre-contract activity within the programme and delivery team’s scope of work. The role involves providing specialist commercial advice, guidance, and recommendations to mitigate commercial risks.

Responsibilities
  1. Be a key member of the project delivery team, providing quality service to support effective project delivery.
  2. Support effective information sharing and collection with all project stakeholders.
  3. Assist the Programme and project teams in monitoring breaches of corporate governance.
  4. Manage cost reporting within the S reporting framework, including forecasting, final cost, work done, billing, and contract value.
  5. Monitor and report on all commercial aspects of projects, flag issues early, and propose mitigation actions.
  6. Review contractor delivery, lead valuation of medium value/medium risk contracts, and influence contractor behaviors and delivery.
  7. Assess and value contractor applications, process payments in accordance with contractual terms, and challenge cost elements where appropriate.
  8. Advise Project Managers on scope changes, produce necessary documentation, and support change control processes.
  9. Produce payment applications and invoices, ensuring compliance with funding agreements.
  10. Identify and advise on commercial risks, claims, and change events.
  11. Provide management information and analysis for informed decision-making.
  12. Draft commercial correspondence and contractual notices, and ensure proper record retention.
  13. Support cost analysis and continual improvement of estimating processes.
  14. Assist with pre- and post-contract procurement activities and provide estimating guidance.
  15. Negotiate prices under existing contracts and participate in risk assessments and value management workshops.
  16. Ensure contractual specifications related to safety are effectively implemented and monitored.
Key Competencies and Experience

Essential

  • Successful experience in commercial management

  • Knowledge of WSP and supply chain options
  • Understanding of health, safety, and environmental regulations
  • Commercial and financial knowledge

Applicants will be required to undergo security clearance prior to appointment.
