Qualifications

Commercial Manager Planned Works

Commercial Manager opportunity in Birmingham, leading the commercial delivery of major social housing planned works and investment programmes. Permanent role with leadership responsibility, strong benefits and long-term progression.

We are working with a well-established property services and construction business that is looking for an experienced Commercial Manager to join its growing Planned Works division. This is a senior leadership position overseeing the commercial performance of multiple contracts, managing commercial teams and working closely with operational and client teams to ensure programmes are delivered profitably and successfully.

Job Description

• Lead the commercial management of multiple social housing planned works contracts across Birmingham and the surrounding region.
• Manage and develop a team of Quantity Surveyors, Senior Quantity Surveyors and Assistant Surveyors.
• Drive commercial performance through effective forecasting, cost control, cash flow management and contract strategy.
• Oversee procurement and contract administration, including subcontractor management, valuations, payments, variations and final accounts.
• Provide commercial leadership throughout mobilisation, delivery and close-out while managing risk and maintaining strong client relationships.

Contract Scope

The portfolio will include a range of social housing investment and planned maintenance programmes, including:

• Kitchen and bathroom replacement
• Roofing and external fabric works
• Retrofit and decarbonisation
• Window and door replacement
• Internal and external refurbishment
• Planned maintenance and housing investment programmes

Skills / Qualifications

• Commercial Management experience within Social Housing Planned Works, planned maintenance, refurbishment or property services.
• Multi-contract experience, with a proven ability to manage commercial performance across several programmes simultaneously.
• Leadership experience, including managing, mentoring and developing Quantity Surveyors and wider commercial teams.
• Strong JCT and NEC knowledge, with sound understanding of contract administration, commercial governance and risk management.
• Strong financial management skills, including CVRs, forecasting, cash flow, cost reporting and final accounts.

Desirable Experience

• Degree qualified in Quantity Surveying, Commercial Management or a related discipline.
• MRICS or working towards chartership.
• Retrofit and decarbonisation experience, ideally within social housing.
• Social housing frameworks and public sector procurement knowledge.
• Full UK Driving Licence.
