Job description

We are looking for a Commercial Deputy Director to join the Parliamentary Commercial Directorate (PCD).

About PCD

PCD is expected to become a joint department of both Houses later in 2025, led by a new Chief Commercial Officer, strengthening PCD's position as a cross-parliament function. You will be part of a growing, ambitious team committed to ensuring value for money from nearly £1bn in annual spend and supporting transformational projects across the organisation and estate, including the Palace of Westminster, a UNESCO World Heritage site.

Role Overview

This is an exciting opportunity to be part of the PCD Senior Leadership Team, focusing on operational delivery, capability, capacity, pipeline planning, stakeholder management, and ensuring proper utilization of commercial processes and templates for compliant procurements.

You will leverage your experience in leading complex commercial projects and acting as a trusted advisor on high-profile and unique projects. Responsibilities include leading commercial activities on complex construction, refurbishment, and maintenance projects across the Parliamentary Estate.

Work Arrangements

This role offers a hybrid working model, with a minimum of 2 days per week on-site at Parliament. We seek an organized, self-motivated, engaged individual who is a proactive team player.

Key Responsibilities
  1. Manage directly 5 Heads of Commercial with significant delegated financial and operational authority.
  2. Lead your Works team and broader function, embodying the values of both Houses.
  3. Develop and manage senior stakeholder relationships, coordinating commercial work to ensure smooth service delivery.
  4. Oversee procurement activities within the Works category, ensuring compliance with policies and governance, and developing category strategies.
  5. Support effective supplier and contract management, ensuring smooth transition to contract management and strategic supplier relationship management.
Candidate Requirements
  • Membership of the Chartered Institute of Purchasing and Supply (CIPS) at Level 5 or equivalent experience; Level 6 (MCIPS) qualification is advantageous.
  • Expertise in NEC contract terms and contracting options.
  • Proven leadership in a successful procurement or commercial function.
  • Extensive knowledge of high-value Works contracts, including facilities management, construction, and compliance with public procurement regulations.
  • Experience in team management, change leadership, and stakeholder influence.
Desirable Skills
  • Procurement strategy development and category management experience.
  • Contract management with a focus on financial control.
