Job summary

Rullion is recruiting a Client-Side Building & Construction Project Manager in Liverpool to lead delivery of building fabric, structural maintenance and related construction projects for a public-sector estate. You will own projects from concept to completion in a client-facing role with stakeholders, consultants and contractors in live environments.

The role is onsite in Liverpool, 6-month contract, inside IR35, offering up to £650 per day.

Client-Side Building & Construction Project Manager

6 Month Contract

We are seeking an experienced Client-Side Building & Construction Project Manager to join our team and lead the planning, development, and delivery of building fabric, structural maintenance, and construction projects across a diverse public-sector estate. This role is ideal for professionals who thrive in a client-facing environment, where you will take full ownership of projects from initial concept to completion.

You will manage a portfolio of projects, including operational offices, transport hubs, bus depots, ferry terminals, and other public-facing facilities. Your focus will be on delivering high-quality, compliant, and cost-effective solutions while working closely with stakeholders, consultants, and contractors in live, occupied environments.

Key Responsibilities

• Act as the client-side lead for building fabric refurbishment, structural repairs, and construction projects, including roofing, façades, fire safety upgrades, accessibility improvements, and drainage works.


• Develop and manage project scopes, technical specifications, tender documentation, and governance papers to ensure alignment with public-sector requirements.


• Oversee the work of consultants, contractors, and stakeholders to deliver projects on time, within budget, and to the required standards.


• Conduct condition assessments, lifecycle replacements, and cost estimates to inform project planning and decision-making.


• Ensure all works are delivered safely, compliantly, and in accordance with public-sector procurement and governance frameworks.

Ideal Candidate

We are looking for someone with:

• Proven experience as a client-side Project Manager, preferably within a public-sector, local authority or client led environment.


• A strong track record in building fabric refurbishment, structural repairs, and project delivery in operational settings.


• Experience in producing high-quality project documentation, scopes, and tender information tailored to public-sector needs.


• Knowledge of fire safety upgrades, accessibility improvements, and drainage/external works.


• A solid understanding of project cost, programme, risk, and change control in a client-side capacity.


• The ability to work effectively in live, occupied environments while maintaining safety and compliance.
