Job summary

The City of Fort Worth seeks an Assistant Finance Director / City Treasurer to lead debt management and capital financing for a multi-billion portfolio, collaborating with rating agencies, investors, and financial advisors.

The successful candidate will develop financing strategies, manage debt portfolios, oversee treasury operations including payroll for over 7,000 employees, and drive treasury modernization while ensuring governance and compliance.

Qualifications

  • Bachelor’s degree in public administration, business, economics, accounting, or related field.
  • Six (6) years of finance experience.
  • Four (4) years of supervisory responsibility.
  • Valid Texas Driver's License.

Responsibilities

  • Lead the City’s comprehensive debt management program, including debt issuance planning and execution, debt portfolio administration, refunding and restructuring opportunities, continuing disclosure and post-issuance considerations, and long-term capital financing strategies
  • Develop and recommend financing strategies that support the City’s extensive capital program while balancing affordability, debt capacity, financial flexibility, market conditions, and long-term financial sustainability
  • Lead the City’s credit rating and capital-market strategy and maintain effective relationships with rating agencies, investors, financial advisors, bond counsel, underwriters, banking partners, and other market participants
  • Provide strategic oversight of the City’s approximately $2.5 billion investment portfolio and citywide liquidity, including investment strategy, policy compliance, risk management, cash-flow forecasting, performance, and preservation of public funds
  • Oversee banking relationships, merchant card activities, payroll operations serving more than 7,000 employees, and other critical treasury services while promoting strong internal controls, regulatory compliance, and financial governance
  • Lead modernization initiatives involving debt and treasury systems, banking technology, cybersecurity protections, process improvement, data and reporting capabilities, and operational resilience
  • Serve as a trusted financial advisor to the Chief Financial Officer, City Manager’s Office, City Council, and executive leadership on debt structure, capital financing, credit ratings, investments, liquidity, and other significant financial matters
  • Provide strategic leadership, staff development, succession planning, and performance management across assigned financial operations, including developing organizational capacity and technical expertise in debt management and treasury functions

Education

Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, economics, accounting, or a closely related field

The Assistant Finance Director / City Treasurer serves as a key member of the City’s financial leadership team and will play a leading role in the City’s debt management and capital financing program. The position oversees a complex financial environment that includes an approximately $2.5 billion investment portfolio, debt issuance and portfolio management, credit rating strategy, and significant ongoing capital investment to support Fort Worth’s continued growth. The successful candidate should bring strong debt management experience and the ability to develop financing strategies, manage debt portfolios, and work effectively with rating agencies, financial advisors, underwriters, investors, and other capital-market participants.

Minimum Qualifications:
  • Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, economics, accounting, or a closely related field
  • Six (6) years responsible experience in finance or a closely related field
  • Four (4) years of administrative and supervisory responsibility
  • Valid Texas Drivers License
Preferred Qualifications:
  • Significant experience in public-sector or municipal debt management, including debt issuance, debt portfolio administration, capital financing, and long-term debt planning
  • Experience developing financing strategies and managing complex debt transactions, with demonstrated knowledge of municipal capital markets, credit ratings, and relationships with financial advisors, underwriters, investors, and other market participants
  • Experience in treasury functions, including cash management and investments, with demonstrated success leading and developing high-performing teams and communicating effectively with council members, executive leadership, governing bodies, and credit rating agencies
  • Certified Treasury Professional (CTP) preferred, or commitment to obtain within two years
