Primary Purpose is to exercise supervisory and managerial authorities over a Child Development Center program by planning, organizing, coordinating, and overseeing the day-to-day operations.

Duties
  • Plans, organizes, and oversees the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meets customer needs.
  • Develops, administers and devaluates an ongoing program of individual and group developmental and educational activities for staff implementation and execution.
  • Responsible for the financial operation of the Child Development Program, the facilities, grounds, equipment, health and safety.
  • Exercise supervisory personnel management responsibilities.

  • A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
  • IAW AFI 34-248 and DOD certification requirements, and pre-employment physical examination with a renewal at least every 3 years and specified immunization are required.
  • Incumbent must be able to obtain Food Handler's, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
  • The work requires the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver's license. An annual driving record check is required.
  • If the position is required to operate a motor Vehicle, the incumbent is subject random testing for drug use IAW AFI 90-508, Attachment 2, Category I, Type 2: Motor Vehicle Operators
  • Incumbent may occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.
  • This is a drug test designated position. The employee is subject to random drug testing.
  • This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Position is Centrally Managed and PCS is authorized
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

In order to qualify, you must meet the basic requirement and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.

Basic Requirement for GS-1701

A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, as appropriate to the position to be filled. NOTE: You must submit a copy of your transcripts.

OR

Combination of Experience and Education

which includes courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management. Knowledge of and the ability to interpret and apply laws and regulations governing childcare to include regulatory requirements, policies and practices. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. Knowledge of the USDA food program requirements. Skill in educating, counseling and advising childcare providers and parents; assessing training and children's developmental needs. Skill in conducting regular and periodic audits, studies, and inspections, evaluating the results, determining the feasibility of necessary improvements and coordinating corrective action.

Education

Successfully completed a PhD., an equivalent doctoral degree, or 3 years of progressively higher level graduate education leading to a Ph.D. degree, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as, but not limited to; Early Childhood Education, Elementary Education with Child Development emphasis or Early Childhood Education emphasis, or Psychology with Child Development emphasis or Early Childhood Education emphasis. NOTE: You must submit a copy of your transcripts with your application.

OR

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Knowledge, Skills and Abilities (KSAs)
  1. Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.
  2. Knowledge of and the ability to interpret and apply laws and regulations governing childcare to include regulatory requirements, policies, and practices.
  3. Knowledge of financial, budget, resources management practices and principles, and analytical and evaluative methods and techniques.
  4. Skill in educating, counseling, and advising childcare providers and parents; assessing training and children's developmental needs.
  5. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives.
  6. Ability analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objective within available resources.
Part-Time or Unpaid Experience

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer Work Experience

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
