As part of Bouygues Construction's Public Works division, VSL International participates in the construction of major technical structures and guarantees their structural safety and durability: transport infrastructure (bridges, tunnels), industrial and energy production structures, and commercial buildings.

Role Overview

We are seeking an experiencedChief Financial Officer (CFO) who will be responsible for managing the finances of a large infrastructure project, delivered via a joint venture, with an overall project value in the range of £600 million. As CFO, you will set up, organise and manage a robust finance team, ensuring efficient financial controls and strategic planning to drive the success of this significant venture. You will coordinate closely with multiple stakeholders to optimise financial operations and achieve joint objectives.

Main Responsibilities

  • Develop and implement financial strategies, policies, and procedures tailored to the requirements of the Project.
  • Lead financial negotiations and collaborate with partners to ensure alignment and transparency.

  • Team Organisation and Leadership:
    • Create and organise a financial team capable of managing the intricacies of a large project.
    • Provide leadership, mentorship, and development opportunities to team members, fostering a collaborative and high-performing environment.

  • Financial Planning and Analysis:
    • Oversee detailed financial analysis, budgeting, and forecasting to support strategic decision-making.
    • Manage financial reporting and ensure accurate documentation and compliance across all project phases.
    • Responsible for the rolling treasury forecast, maintaining up-to-date and precise cash flow projections to enable proactive cash management and ensure the project’s financial stability.

  • Risk and Opportunity Management:
    • Identify potential cost risks and opportunities and provide recommendations to mitigate financial risks.
    • Support the team in implementing cost-saving strategies and achieving financial performance targets.

  • Stakeholder Collaboration:
    • Engage with project managers, engineers, and external parties to align financial objectives and manage expectations.
    • Facilitate communication between VSL Systems UK and other joint venture partners to ensure a cohesive financial approach.
    • Prepare and present the monthly financial information to the Board, providing clear, accurate, and insightful reports to support strategic decision-making.
    • Experience working with regulatory bodies, government stakeholders, and public funding frameworks.

  • Data Integrity and Compliance:
    • Ensure accurate recording and tracking of cost data in the project’s financial systems.
    • Ensure compliance with company policies, industry standards, and regulations.
    • Responsible for overseeing and guaranteeing the integrity of the project’s financial audits, particularly ensuring that the annual statutory accounts are prepared accurately, comply fully with applicable laws and accounting standards, and withstand rigorous external audit scrutiny.


Candidate profile

  • Education & Experience:
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (preferably with an MBA or equivalent advanced qualification).
  • Minimum of 20 years of experience in a CFO role or senior financial management within large infrastructure or energy projects.
  • Experienced in managing financial structures in multi-party joint ventures with complex governance, reporting and funding arrangements is highly desirable.

  • Technical Skills:
    • Proficiency in cost control software and financial management tools (e.g., SAP).
    • Expertise in strategic planning, risk management, and financial reporting.
    • Thorough understanding of NEC contract financial mechanisms, including compensation events, early warnings, and risk registers.
    • Able to establish an effective organisation to implement NEC contract controls and reporting.
  • Personal Attributes:
    • Strong leadership and interpersonal skills, capable of building effective teams and fostering collaboration.
    • Exceptional analytical skills with an ability to think strategically and innovatively.
    • High level of professionalism and discretion when handling sensitive financial information.
