As Chief Executive Officer and Accounting Officer, you will play a crucial role in transforming housing delivery across the nation, creating more homes and places for people to live and thrive . You will be responsible for ensuring the agency meets its ambitious targets and deliver government priorities. This role offers the chance to influence the housing sector profoundly and drive significant change in how homes are built and regeneration is delivered across the nation.

Key Responsibilities:
As Chief Executive, you will work with the Chair, Board and partners to develop and execute Homes England's strategic plan, ensuring it aligns with government priorities and addresses the pressing challenges in housing delivery and the regeneration of places.
As our new Chief Executive, you will lead a bold and far-reaching transformation of Homes England, ensuring the organisation is agile, regionally responsive, and equipped to meet the evolving demands of the housing sector. Central to this transformation is the implementation of a regional operating model that empowers local delivery and reflects the unique needs of communities across the country. You will work closely with local authorities and mayoral combined authorities to build strong, collaborative partnerships that unlock housing opportunities, support regeneration, and align with place-based priorities. Your leadership will be instrumental in embedding a culture of innovation, inclusion, and accountability across the agency.
A significant part of your role will involve cultivating and managing relationships with a diverse set of stakeholders, including government bodies, and private sector partners, Your ability to engage effectively with these stakeholders will be crucial in ensuring the successful delivery of Homes England's mission and strategic objectives. You will ensure the Agency has the right talent, capability, and resources to successfully deliver on its objectives. This includes safeguarding public funds, ensuring value for money, and promoting the highest standards of financial administration and governance. You will work closely with the Homes England Board, establishing a close working relationship with the Chair and the full Board to set the overall vision and deliver through the Strategic Plan.
Leading Organisational Transformation

This involves pivotal decision-making to ensure the agility and prioritisation of the resources required. You will drive the adoption of a regional model to enhance housing delivery, regeneration and placemaking across different regions, ensuring that the organisation is responsive to local needs and conditions. Your leadership will be instrumental in fostering a culture and values that place diversity and inclusion at the heart of the organisation.

Person specification
The Candidate
Homes England requires a dynamic leader with a unique blend of strategic vision, operational expertise, and the ability to navigate complex stakeholder environments. You will bring a wealth of experience in leadership, investment, and development, alongside a proven track record of driving organisational change and fostering effective partnerships.
You should have inspirational leadership credentials within an organisation of scale and complexity, with a strong track record of delivering operational and cultural change. Experience working with a diverse range of stakeholders across both the public and private sectors is essential, as is demonstrable financial expertise, with oversight of significant budgets and major transactions.
A deep understanding of the housing sector, including regeneration and development projects, is crucial. You should also have the ability to confidently advise at the most senior levels of government, demonstrating political acumen and the ability to operate in an environment with a political overlay.
Accountability
The Chief Executive is accountable to the Board for the effective and efficient delivery of the business plan and the day-to-day management of Homes England. Additionally, you will be accountable to the Principal Accounting Officer for oversight and accountability to Parliament for the management and delivery of public money.
