Job summary

Lorien is supporting a key public sector client by recruiting an experienced Change & Transformation Programme Manager to lead a high-profile service redesign and workforce transition. The role emphasizes governance, implementation planning and embedding new operating models across a complex stakeholder landscape.

Duration: 13 weeks initially with potential 13 week extension. Location: Inverness (Predominantly Remote with occasional travel to Inverness office). Rate: £333 per day inside IR35.

• Significant experience leading complex organisational change and service redesign programmes.
• Experience implementing new organisational structures and operating models.
• Demonstrable experience delivering workforce transition, restructuring and consultation activity.
• Experience working closely with senior leadership teams, HR functions and key stakeholders.
• Strong governance, programme management and implementation planning experience.
• Experience developing transition plans and embedding new ways of working.
• Strong stakeholder engagement and communication skills to influence at all levels.
• Experience managing programme risks, issues, dependencies and delivery milestones.
• Experience facilitating workshops and supporting teams through organisational change.
• Experience producing reports, updates and recommendations for senior stakeholders.
• Experience within local government environments.
• Experience leading organisational redesign or transformation programmes.
• Knowledge of workforce planning and organisational development practices.
