Job summary

Portsmouth Water invites applications for Head of Capital Delivery to steer planning and execution of core capital programmes. You will oversee governance, investment planning, contractor management and end‑to‑end delivery to maximise value and operational impact.

A multidisciplinary team and partners will collaborate under your direction. You will champion commercial insight early in the asset lifecycle, manage risk, and ensure compliance.

Qualifications

• Experience delivering substantial and complex capital programmes
• Experience in infrastructure, utilities, power, or transportation sectors
• Structured, process-driven approach to capital delivery governance
• Experience in governance and gateway processes
• Experience in financial forecasting and cost control
• Knowledge of health & safety (CDM) requirements
• Familiarity with digital engineering and technical assurance
• An engineering degree and chartered membership in a relevant institution
• Strong understanding of APM standards and principles
• BPSS checks may be required

Responsibilities

• Guide the strategic and tactical direction of the Capital Delivery team
• Drive a culture of innovation and continuous improvement with delivery partners
• Deliver core capital programmes for asset replacement and infrastructure
• Challenge proposals to maximise value and achieve business outcomes
• Lead transformational change to support capital programme delivery
• Inform strategic financial forecasting and budget setting
• Implement robust quality and risk management across programmes
• Ensure technical scrutiny at capital delivery gates and third‑party coordination
• Align activities to regulatory requirements and ensure safety and wellbeing
