Job summary

Page Personnel is recruiting a Business Planning Manager for the Public Sector in the Midlands. This role leads planning and performance reporting, translating strategic objectives into measurable delivery plans with governance and standards across the organisation.

You will partner with senior leaders to prioritise work, provide insights for decision-making, and coach a high-performing team to deliver consistent reporting and performance management. Remote/home-based with Midlands travel.

Qualifications

• APM or Prince 2 qualification required.
• Experience as a business planning manager in the public sector.
• Strong ability to lead, develop and coach a team for planning and performance reporting.

Responsibilities

• Lead the planning and performance reporting framework to translate objectives into delivery plans.
• Oversee end-to-end planning and performance reporting cycles with timely insights.
• Partner with senior leaders to support prioritisation with analysis and recommendations.
• Establish planning governance, reporting structures and performance management frameworks.
• Define and embed planning standards for a consistent approach across the organisation.
• Monitor delivery progress, resources, and organisational performance for planning decisions.
• Provide challenge and guidance on KPI development and reporting.
• Lead development, publication and monitoring of the annual Business Plan.
• Inspire, coach and develop a high-performing team focused on excellence in reporting and analysis.
• Build strong stakeholder relationships to ensure planning meets business needs and informs decisions.
• Drive continuous enhancement of planning processes and performance insight.

Job Description

• Lead the organisation's planning and performance reporting framework, ensuring strategic objectives are translated into clear, measurable delivery plans.
• Oversee the end-to-end planning and operational performance reporting cycle, providing timely insight to support decision-making.
• Partner with senior leaders to support prioritisation activities, providing analysis and recommendations that enable successful delivery of strategic goals.
• Establish and maintain effective planning governance, reporting structures, and performance management frameworks.
• Define and embed planning and performance standards, ensuring a consistent approach across the organisation.
• Monitor delivery progress, resource capacity, and organisational performance to support both immediate and long-term planning decisions.
• Provide constructive challenge and expert guidance to teams on performance management, KPI development, and reporting.
• Lead the development, publication, and ongoing monitoring of the annual Business Plan, ensuring progress is tracked and communicated effectively.
• Inspire, coach, and develop a high-performing team, fostering collaboration, continuous improvement, and excellence in reporting and analysis.
• Build strong relationships with stakeholders, ensuring planning and performance services meet business needs and support informed investment and strategic decisions.

The Successful Applicant

• Relevant Project or Programme Management Qualification such as APM or Prince 2.
• Experience working as a business planning manager in the public sector
• Experience in leading, directing and developing a team to deliver effective planning and performance reporting at an organisational level.
• Experience of applied knowledge and understanding of both business and financial planning.
• Experience of managing business planning cycles and operational performance management reporting.
• Excellent interpersonal skills and ability to build and maintain strong working relationships with stakeholders throughout all layers of the organisation.
• Ability to collaborate and coordinate work, especially through teams who do not directly report to you.
• Excellent presentation skills, able to present data in an engaging and easily absorbed manner.
• Proven analytical capability with experience of with experience of interpreting and communicating complex data into clear decision-making support insights.
• Experience of providing both strategic and operational advice and decision-making support to senior stakeholders.
