About the role:
The role will lead Circet Energy's framework development and pre-contract positioning across the UK electricity distribution and transmission market. Acting as a central point between clients and internal teams, the role will ensure Circet understands upcoming investment programmes, procurement routes and framework requirements and is prepared to compete for them.
Circet has an established foothold with distribution network operator clients including NPG, ESB and NIE. The next phase is to broaden that position with additional mainland UK DNOs and transmission owners, with a particular focus on strategic frameworks and major network projects.
The role will support opportunities across underground cables, overhead lines, substations and associated network infrastructure, ensuring client requirements are understood early and translated into clear internal actions.
Distribution and transmission investment will accelerate through ED3 and RIIO-T3. The role will maintain visibility of operator plans, procurement strategies and upcoming frameworks so that Circet can build the capability, relationships and readiness required ahead of market engagement.
The role is responsible for turning market intelligence and client engagement into structured framework plans, coordinating internal readiness and tender activity from early engagement through award and handover. It requires a disciplined, commercially aware approach and the ability to work across operational, estimating, commercial and technical teams.
Responsibilities of a Business Development Manager:
Framework Strategy & Opportunity Management
- Maintain clear visibility of DNO and TO investment programmes, business plans, framework strategies and procurement routes.
- Own the D&T framework and opportunity register in Salesforce, with clear priorities, actions and status.
- Develop plans for priority operators and identify market engagement, qualification, PQQ and tender entry points.
DNO & TO Client Engagement
- Lead structured engagement with UK DNOs and transmission owners across asset, delivery, procurement, commercial and technical functions.
- Understand client priorities, capability expectations and procurement strategies through ED2/ED3 and RIIO-T2/T3 regulatory cycles.
- Develop existing network operator relationships and establish relationships with additional mainland UK DNOs and TOs.
- Attend client and industry events to progress the pipline.
- Act as a trusted advisor sharing best practice and advocating innovation, with clients, supply chain and internally.
Tender & Pre-Contract Coordination
- Coordinate market engagement, PQQ, bid/no-bid and tender activity with estimating, commercial, operations and technical teams.
- Ensure proposed solutions align the client's requirements with Circet's delivery capability, resource availability, accreditations, supply chain capacity and risk appetite. Where further development is required, help shape the necessary actions.
- Support pre-award review of scope, commercial and contractual requirements, and ensure a structured handover of awarded frameworks and projects into delivery.
Internal Capability & Governance
- Provide DNO and TO market and framework intelligence to support strategy, capability development and investment decisions.
- Identify readiness gaps across people, accreditations, technical capability, systems and supply chain, and coordinate corrective actions.
- Maintain reporting on priority frameworks, client actions, tender milestones and risks, leveraging Circet Group centres of excellence.
Knowledge & Skills Requirements:
- Experience in frameworks, pre-contract, client/account management or work winning within electricity networks or major infrastructure.
- Track record of managing framework qualification and tender activity with regulated utilities or infrastructure clients.
- Good understanding of DNO/TO procurement and stakeholders; established UK electricity network relationships are desirable.
- Experience coordinating multidisciplinary teams through PQQ, tender and pre-award stages.
- Strong commercial awareness and working knowledge of framework contracting, ideally including NEC.
- Experience in frameworks, pre-contract, client/account management or work winning within electricity networks or major infrastructure.
