Role Overview
Shivom Consultancy Ltd is seeking an experienced and commercially focused Senior Business Development, Bids & Partnerships Manager to support the continued growth of our UK technology consultancy business.
The role will work closely with the Head of Business Development and senior leadership to develop new sales opportunities, strengthen strategic partnerships, support public and private sector bids, establish an SME supply chain, and increase Shivom’s market presence.
This is a highly collaborative and hands-on role. The successful candidate will be expected to work from Shivom’s Brentford office for a minimum of four days per week, aligned wherever possible with the Head of Business Development, to enable close collaboration on bids, account development, sales campaigns, partnerships and market opportunities. The role will also involve occasional travel to client meetings, supplier engagements, industry events and market engagement sessions.
The successful candidate will be equally comfortable researching opportunities, engaging prospective clients and partners, supporting bid responses, attending market engagement events, developing sales intelligence, and creating compelling marketing and thought-leadership content.
Responsibilities
Business Development & Sales
- Identify and develop new business opportunities across the UK public and private sectors.
- Develop qualified sales leads and maintain an active opportunity pipeline.
- Conduct outbound prospecting through telephone calls, email, LinkedIn and other appropriate channels.
- Research prospective clients, programmes, procurement opportunities and market developments.
- Develop account intelligence and identify key decision-makers, stakeholders and influencers within target organisations.
- Arrange introductory meetings and support the Head of Business Development and Shivom leadership during client engagements.
- Work closely with the Head of Business Development from Shivom’s Brentford office to progress opportunities, campaigns and target accounts.
- Maintain accurate opportunity, contact and pipeline information within Shivom’s CRM and business development systems.
- Support the development of sector-specific and service-specific sales campaigns.
- Help establish repeatable sales channels for Shivom’s SME IT consultancy and professional services.
Strategic Partnerships & Supply Chain
- Identify major technology companies, systems integrators, consultancies and prime contractors where Shivom could participate as an SME delivery partner.
- Establish and maintain relationships with partner, alliance, procurement, account and delivery stakeholders within strategic organisations.
- Promote Shivom’s capabilities across architecture, data, AI, cloud, cyber security, software engineering and digital transformation.
- Identify relevant partner programmes and supply-chain onboarding opportunities.
- Coordinate completion of supplier questionnaires, capability assessments and onboarding documentation.
- Build and maintain a structured network of specialist SME organisations capable of supporting Shivom on future bids and programmes.
- Assess prospective SME partners based on capability, delivery experience, certifications, security clearances, commercial model and capacity.
- Maintain an SME capability directory that can be used rapidly when developing bidding teams and consortium arrangements.
- Support the establishment of consortiums and collaborative bidding arrangements where appropriate.
Bid Management & Bid Writing
- Support the identification, qualification and assessment of tender and procurement opportunities.
- Coordinate bid/no-bid information and assist senior stakeholders with opportunity qualification.
- Support the preparation and management of tender responses, framework submissions, RFIs, RFQs, PQQs and proposals.
- Produce high-quality written responses that clearly communicate Shivom’s capabilities, experience and value proposition.
- Work with technical SMEs, architects, delivery teams and senior management to gather evidence and develop bid responses.
- Develop and maintain reusable bid content, case studies, CVs, project references, capability statements and supporting evidence.
- Coordinate bid plans, submission timelines, review cycles and stakeholder contributions.
- Attend supplier days, market engagement sessions, procurement briefings and industry events.
- Analyse procurement documentation and identify requirements, evaluation criteria, risks and differentiators.
- Conduct competitor, client and market research to strengthen bid positioning.
- Support post-bid reviews and lessons-learned activities.
Marketing, Content & Digital Presence
- Support the development and execution of Shivom’s social media and digital marketing activity.
- Produce engaging LinkedIn posts, articles, insights and campaign content.
- Develop website content covering Shivom’s services, capabilities, experience and market propositions.
- Create compelling case studies from successfully delivered client engagements.
- Translate technical delivery achievements into commercially focused customer stories.
- Develop strong calls-to-action within website, social media and campaign content.
- Support the development of capability statements, brochures, presentations and sales collateral.
- Work with technical and business stakeholders to develop thought-leadership content.
- Support targeted digital campaigns designed to generate enquiries and qualified leads.
- Monitor engagement and campaign performance and recommend improvements.
- Monitor relevant government procurement pipelines, frameworks and market opportunities.
- Research target sectors, clients and strategic programmes.
- Track competitor activity, major contract awards and supplier relationships.
- Identify upcoming procurements and engage early with potential clients and partners.
- Produce concise sales intelligence and opportunity briefings for senior management.
- Maintain intelligence on strategic Tier-1 organisations and their public-sector and commercial programmes.
- Identify emerging market trends and services that could create opportunities for Shivom.
Skill Criteria
- Minimum 5 years’ experience in business development, bid management, partnerships, sales or a closely related commercial role.
- Experience within IT services, technology consultancy, digital transformation or professional services.
- Strong understanding of consultative and professional-services selling.
- Demonstrable experience identifying and developing new business opportunities.
- Experience supporting or managing bids, tenders and commercial proposals.
- Strong written communication and bid-writing skills.
- Ability to transform complex technical information into clear and compelling commercial content.
- Experience conducting market, competitor and client research.
- Strong stakeholder-management and relationship-building skills.
- Confidence communicating with senior stakeholders within clients, partners and suppliers.
- Experience conducting outbound business development through telephone, email and LinkedIn.
- Ability to independently research organisations and identify relevant stakeholders and opportunities.
- Strong presentation and interpersonal skills.
- Highly organised, with the ability to manage multiple opportunities and deadlines simultaneously.
- Commercially aware with good analytical and problem-solving skills.
- Strong working knowledge of Microsoft Office and collaboration tools.
- Able and willing to work from Shivom’s Brentford office for a minimum of four days per week.
- Willing to travel occasionally for client meetings, partner engagements, market engagement sessions and industry events.
Highly Desirable
- Experience selling IT professional services into the UK public sector.
- Understanding of UK government procurement and public-sector buying processes.
- Experience working with Crown Commercial Service frameworks or similar public-sector frameworks.
- Familiarity with Find a Tender, Contracts Finder and other procurement portals.
- Experience developing relationships with major systems integrators, consultancies and Tier-1 technology suppliers.
- Experience establishing or managing an SME partner or supplier network.
- Experience working within consortium or supply-chain bidding arrangements.
- Knowledge of services across cloud, data, AI, cyber security, architecture, software engineering or DevOps.
- Experience creating case studies, thought-leadership articles, website content and LinkedIn campaigns.
- CRM and sales pipeline management experience.
- APMP, CIM, MBA or other relevant business, marketing, sales or bid-management qualification.

Working Arrangement
This role is based at Shivom Consultancy Ltd’s Brentford, West London office.
The successful candidate will normally be expected to work from the office for at least four days each week, with working days aligned wherever practical with the Head of Business Development.
The remaining working day may be worked flexibly, subject to business requirements, bid deadlines, meetings and client commitments.
The nature of the role will also require occasional attendance at:
- Client and prospective client offices.
- Partner and supplier meetings.
- Government and public-sector market engagement events.
- Industry conferences and networking events.
- Framework, procurement and supplier engagement sessions.
Performance & Bonus
The role includes a performance bonus of up to 15% of the £60,000 package, linked to agreed annual objectives.
