Job summary

Amber Labs is a specialist technology and digital transformation consultancy delivering secure solutions for Government, Defence, Financial Services and Infrastructure. This role leads end-to-end requirements, shaping user stories and acceptance criteria for UK Central Government initiatives.

You will map as-is/to-be processes, manage the Agile backlog with cross-functional teams, and ensure governance alignment while engaging stakeholders throughout delivery.

Qualifications

  • BPSS eligibility is essential.
  • Strong experience as a Business Analyst on UK Central Government or wider public sector projects.
  • Hands-on experience with as-is / to-be business process mapping.
  • Solid understanding of Agile delivery frameworks and backlog management.
  • Excellent stakeholder engagement and communication skills.

Responsibilities

  • Lead end-to-end requirements gathering, including functional and non-functional requirements and acceptance criteria.
  • Conduct as-is and to-be business process mapping, identifying gaps and inefficiencies.
  • Manage and prioritise the Agile product backlog with Product Owners and delivery teams.
  • Translate business needs into clear user stories for technical teams.
  • Facilitate workshops, interviews, and discovery sessions with stakeholders.
  • Use JIRA or similar tools to manage requirements and support Agile ceremonies.
  • Ensure alignment with government standards and governance frameworks.
  • Support risk identification, impact analysis and change requests.
  • Collaborate with delivery, architecture, QA and user research teams to ensure clear understanding of requirements.

In this role, you will work closely with multidisciplinary project teams to define business needs, shape requirements, and support delivery across UK Central Government and public sector initiatives. You will play a key role in leading the requirements lifecycle, ensuring clarity, alignment, and traceability from discovery through delivery. This position is ideal for a Business Analyst with strong analytical capability, excellent stakeholder engagement skills, and proven experience within government environments.

Key Responsibilities
  • Lead end-to-end requirements gathering, including functional requirements, non-functional requirements (NFRs), and acceptance criteria
  • Conduct as-is and to-be business process mapping, identifying gaps, inefficiencies, and opportunities for improvement
  • Manage and prioritise the Agile product backlog, collaborating with Product Owners and delivery teams
  • Work with stakeholders to translate business needs into clear, concise user stories
  • Facilitate workshops, interviews, and discovery sessions with technical and non-technical stakeholders
  • Use JIRA (or similar tools) to manage requirements, track progress, and support Agile ceremonies
  • Ensure alignment with government standards, governance frameworks, and assurance processes
  • Support risk identification, impact analysis, and change request assessment
  • Collaborate with delivery, architecture, QA, and user research teams to ensure requirements are clearly understood and implemented correctly
  • Produce documentation such as process flows, requirement catalogues, service specifications, and decision logs
  • BPSS eligibility is essential
  • Strong experience as a Business Analyst on UK Central Government or wider public sector projects
  • Demonstrable experience leading structured requirements gathering phases
  • Strong capability in defining NFRs, user stories, and acceptance criteria
  • Hands-on experience with as-is / to-be business process mapping
  • Solid understanding of Agile delivery frameworks and backlog management
  • Experience using JIRA (or similar tools) to manage requirements and workflows
  • Excellent stakeholder engagement and communication skills
  • Ability to work effectively with cross-functional teams including Product, Development, Architecture, and QA
  • Strong analytical mindset and the ability to translate complex problems into clear, actionable solutions
